MINUTES OF COLEBY PARISH COUNCIL MEETING held at The Village Hall on Tuesday 2nd July 2024 at 7.30pm
19.95 Declarations of Interest: None
19.96 Present: Councillor Alan Vivian (Chairman), Councillor Theresa Brewer, Councillor Robert Hall, Councillor Jens Pedersen, District Councillor Lance Pennell, District Councillor Leigh Sanders, County Councillor Ian Carrington and Sue Makinson-Sanders Clerk.

19.97 Public Forum:
A member of the public raised the footpath between the Tempest and Church Lane. This item is on the agenda for discussion. The parking on the Tempest Green was also raised and again this item is on the agenda. See below.
19.98. Approval of Minutes: Minutes of Meeting held on the 11thJune 2024. Councillor Pedersen proposed and Councillor Brewer seconded approval of the minutes. Councillors approved the minutes.
19.99. County & District Councillor Reports:
County Councillor Ian Carrington reported on the progress for the Lincoln ring road. In the next month or two all the compulsory purchases will be completed. Fix my street available to report works required on the highways within the village. The flood enquiry is ongoing, and it is hoped that the report will be available towards the end of September or October. This affects everyone and will bring forward strategic and tactical conclusions. The County Council is conducting a footpaths survey with a view to joining up the network of footpaths and making improvements. The Parish Council and individuals are asked to complete the survey on the County Council’s website. Councillor Carrington requested that the Parish Council disseminate to the residents of the village the support available to carers. The County Council has a programme of support for the 88,000 individual primary carers. Information can be found on the County Council website.
District Councillor Leigh Sanders reported on the progress made with the alterations to the Market Place in Sleaford. Advance notices of closure of roads in and around the Market Place will go up from the 9th July and groundworks will commence by the end of the month. Alternative parking will be signed.
District Councillor Lance Pennell requested that the Parish Council consider and complete the climate change survey being conducted.
20.00 Clerk’s Reports: For Discussion Decision and Noting
a) Neighbourhood Plan Revision Update:
David O’Connor reported that the last three months had been slow where work on the revision of the Coleby parish Neighbourhood Plan was concerned due to being unable to instruct Open Plan to conduct any work following the requirement to refund unused grant monies from 2023/2024 and the need to reapply for funding. The grant application has now been approved and funds are awaited. David reported that he had forwarded a briefing note to councillors on the issue of Single Dwellings which had arisen in connection with the Bell appeal. If the Bell Appeal is granted it will be restricted toa single dwelling but could then apply for planning permission on the garden. Councillors had also received from David a briefing note on the impact of a new Labour government on the Neighbourhood Plan. The current Local Plan has no permitted growth levels (targets) and hence our Neighbourhood Plan doesn’t either with any new development being within the footprint of the village and the only building outside this to be rural affordable housing exception sites. This is the subject of proposed change should a Labour government be elected. The new government would allow building on grey belt and green belt. There is no green belt in Lincolnshire. Then proposal is for 50% to be built on grey belt areas with 450 affordable homes in the next 20 years.
Councillors have seen a copy of the draft Desing Code for Coleby and David has asked for comments by the 19th July for a meeting with AECOM on the 26th July. Councillors will be asked to approve a draft of this document in September. This does not mean it cannot be changed pre submission for consultation or that NKDC or the Inspector don’t change. It is proposed that there be a one or more briefing sessions with the public as part of the good practice prior to submission. NKDC will be provided with a document setting out the proposed changes to the plan so that a strategic environmental analysis can be conducted.
20.01 Miscellaneous and Finance Reports:
a) Agenda sent to all on email list and posted on website and noticeboard
b) Fosse Green Energy Solar Park and Springwell Solar Farm: There is a public meeting in Navenby on the 8th July. Councillor Hall was concerned that the proposed meeting and the leaflet being distributed contained a lot of misinformation. District Councillor Lance Pennell confirmed that as of today’s date there had not been any planning application submitted for the proposed sub station. Consultations on the Fosse Green Solar Park have been delayed pending the outcome of the election. The situation regarding solar farms and onshore wind may change pending the result of the forthcoming election. County Councillor Ian Carrington advised that if the Labour government is elected it is likely that a lot of the planning rules will change within the first 100 days and that Labour is much more in favour of solar energy and onshore wind farms. This is likely to have a big impact on this parish.
c) Cllr Volunteer Schemes: No proposed works at present.
d) Signage re parking on grass on greens: Further stakes have now arrived. Councillor Pedersen will instal this weekend.
e) Offer of Restoration of Cemetery Gates: Clerk reported still no quote from Culverwell Wrought Iron Limited. Quote of £350 obtained from Jamie Lamont. Councillors approved the works to be carried out by Jamie Lamont.
f) RAF Report: Flying Office Kris MacMullen sent his apologies. Nothing from residents. Clerk to follow up lights on church tower.
g) Street Light Blind Lane: Clerk reported legal issue continue regarding land ownership.
h) Coronation Plaque: This is in hand.
i) Defibrillator: District Councillor Leigh Sanders mentioned that he had had communication about the provision of defibrillators through London Hearts. ABC Training Quote £1100,00 to include warranty and training. Primary Care have a number of options. Clerk to check what is included in their prices.
j) Village Tidy Up 15th June: Thanks to all who turned out and tidied up around the church and along High Street and on Dovecote Lane. Further clean up date to be considered.
k) Footpath 784 Tempest to Church Lane: The landowner has received correspondence from the Footpaths Officer at Lincolnshire County Council regarding the fencing and the route of the footpath. This is not as a result of complaints. Councillor Carrington will meet with the clerk and the landowner to look at the issues and the meet with the footpath officers to see what can be done to resolve the issues.
l) School: Ofsted Report and parking: Councillor Earnshaw and the clerk arranging a meeting with the school to discuss the parking issued hopefully before the end of the summer term. The park and stride scheme worked well as did the golden boot scheme and perhaps these could be readopted. The Parish Council should work with the school on this. David O’Connor reported that he had looked at the housing requirements to raise the number of pupils. 100 homes would produce 25 primary age school children. There are not going to be that number of new houses in Coleby and so it should be looking to the new developments at Navenby and Waddington to increase pupil numbers.

20.05 Cemeteries:
a) Lowfields Cemetery: Replacement bench to be delivered by Mr Beeby to replace the rotten bench in the memorial garden area in memory of his wife on the 18th July. Requires someone to be there to help instal. Councillor Pedersen will be there. Thanks to Mr Gerald Needham for trimming the hedge around the sign and gateway. Clerk to obtain quotes to cut the internal hedges. Mr Tim Walker will cut the outside of the hedges at the appropriate time.
b) Far Lane Cemetery: Nothing further to report.
19.93 Reports from village organisations:
a) All Saints Church: Open Gardens 23rd June was a success with numerous visitors. Final funds raised to be confirmed. Summer Garden Party 21st July 2024. Car Boot for the church on the 5th July. Clock seems to be on time.
b) Village Hall: Harvest event on 15TH September £25 per ticket to include food. Live Band. Choice of food available. Fireworks weekend of 1st/2nd November. Car Boots are doing well. Nothing further to report.
c) Coleby School: No report.
