MINUTES OF COLEBY PARISH COUNCIL MEETING
HELD ON WEDNESDAY 7 JULY 2026 AT THE VILLAGE HALL RECTORY ROAD COLEBY
 
21.68 Presentation by Balfour Beatty North Hykeham relief Road: Rob Lockwood and David Easton of Balfour Beatty attended the meeting to inform the Parish Council about the North Hykeham relief Road. The Parish Council are invited to visit the site compound on the A46 to visit the development. The company is having massive issues with dust from the development but are taking steps to address this. The project is full speed ahead whilst the weather is so good. The works schedule is for 3 years. Materials quarried from the site of the road are being used to create access roads. The road is 8.25km long and is dual carriageway. The company is working with Lincolnshire County Council and has been for 4 years. £4m is being spent on landscaping. There will be cycle ways and bridleways the full length of this stretch of the road. The pipeline to RAF Waddington has been diverted and the SPA pipeline has been placed to a depth below the new road. Major archaeological finds, both Roman and Neolithic have been found. There will be a temporary bridge until the bridge over the Witham is built and the Station Road bridge will be built offline. The Viking Way has been diverted but is being used. There will be a bat bridge and bat culverts costing £4m. The road is being cut to a depth of 16-17 meters through the cliff, There is a landscaping commitment and maintenance of the trees for two years following completion. Traffic Management is in place and the company will try to coordinate with services so that the disruption is not excessive. The Parish Council and members of the public up to a maximum of 20 people are invited to visit the site one evening, date to be confirmed. 
 
21.69 Public Forum: A resident mentioned the issue of space at car boots. This is a matter for the Village Hall Committee. Parking on the Village Greens was discussed.  Managing this is an impossible situation and will be ongoing.. The ownership of the Greens came up and Clerk to see what registering the Greens involves. NKDC own Coronation Crescent Green and highways deal with the trees on Tempest Green and Blind Lane Green as highways issues.

Apologies from Councillor Andrew Long and belated apologies from Councillor Jens Pedersen after the meeting had taken place.
 
21.72 Approval of Minutes of Meeting held on 27th May 2026: Councillor Robert 
Hall proposed and Councillor Alan Vivian seconded. Councillors approved the Minutes with an amendment at Paragraph 21.62 under Licensing the figure 100 was amended to 200.
 
21.73 Clerks Reports:  Agenda sent to all on mailing list and posted on website and noticeboard
a) Neighbourhood Plan Update: Councillor Brewer and the clerk are working on the documentation required to progress this. Steve Kemp of Open Plan did commit to assisting the Parish Council to get the review to consultation. Modifications are required to the documents and certain documents require Steve Kemp’s input, for example the maps as the council does not have the facilities to amend these. The documents will then be submitted to NKDC for their pre submission and pre consultation approval. Clerk to contact Steve Kemp on behalf of the Parish Council with outstanding matters with a view to getting this to consultation asap.
 
 
b) Wellhead Repairs: These have now been completed and a completion report submitted to the Parish Council. The grant monies from NKDC Heritage Grant have been received. The clerk attempted to obtain further grant funding but difficulties with proof of ownership of the wellheads, plus level of funding and work having already started precluded this.  Clerk to reclaim vat on this as soon as payment has been made.
 
c) Sustainability feedback/Buses: The Greater Lincolnshire Combined Authority is consulting on transport and Clerk to submit previous information regarding later buses to the consultation.
 
d) Consultations Minerals and Waste: Consultation open until the 31st July. Councillors agreed that comments would only be made on consultations that affect the Parish. As there is a proposal in the Harmston area, the Clerk to contact Harmston Parish Council to see if they want Coleby Parish Council to support any comments they make, otherwise no comments on this.
e) Annual Village Clean Up Day: The day was well attended by local residents and some good clearance was done. It was proposed that it would help to have a week set for village tidy ups so that those who are busy at weekends can assist and  a list of jobs created.
 
f) Speed Indicator Device: This is now installed and is functioning. Data can be collected from the SPID. Device to be located on Dovecote Lane after an appropriate period. Cllr Kidd to deal with batteries in clerk’s absence.
 
g) Fosse Green Energy Solar Park/ Navenby Sub Station/Springwell Solar Farm: Fosse Geen Energy Solar Park – the application has now been submitted to the Secretary of State for a decision. Navenby Substation -Application for Planning to NKDC has not yet been validated. Springwell Solar Farm – Approved subject to Lincolnshire County Council and North Kesteven District Council seeking permission to go to Judicial Review.

21.75 County & District Councillor Reports: 
County Councillor Ian Carrington reported that Parliament rises on the 16th July and a decision on Local Government Reorganisation will probably be made and published the week after next unless this is deferred. The role of the Parish Council and its funding is not yet known. There is discussion taking place regarding the household recycling centres as the one in Lincoln is not big enough and the traffic queuing to get in is causing problems. Longer opening hours and a new site would help. The Central Lincolnshire Waste Pla should reflect that there are more houses and an increase in the need for these centres. County road repairs continue. The Audit Committee has met and there are concerns about SEND and the abuse of the system. Resources for children that need them are diluted because of this and so means they are not being assisted to live their own lives with support. The flexibility to make decisions is limited which is a concern. More radical approach is needed. The Community Grant Fund is being reinstated and will be put out to Parishes for funding applications by County Councillors. The Flood Projects are running out of money. The culvert on Hill Rise has been inspected and Cllr Ian Carrington will check when the works to repair the collapse will occur.
District Councillor Lance Pennell reported that NKDC had adopted the annual report for 2025/2026 and this is available on the council website. Building Control were awarded a Silver Accolade in the Local Government Awards. There are going to be temporary road restrictions between Waddington and Bracebridge Heath for 5 days from the 20th July. The District Council is reviewing its Sexual Entertainment Licensing Policy despite having no venues for this. Deadline is 3rd August. Nominations for Community Champions is open until the 14th September.

21.78 Reports from Village Organisations:
a) All Saints: Awaiting outcome of faculty application for repair of the clock. Afternoon teas at Linda and Paul heavers on the 15th August to raise funds for church and a Mama Mia evening on the 11th September. Still no vicar.
b) Village Hall:  Next meeting 15th July. Last weekend’s car boot raised £1463.83. Autumn Carousal Party date 10th October 2026. Fireworks 7th November 2026. 
c) Coleby School:  Report requested.
 
21.79 Correspondence: Correspondence from the Welby Practice (now running Cliff Villages Medical Practice) in response to an enquiry about meetings for patients being posted on Facebook. The practice will notify the clerk of any meetings so these can be sent out to residents via the Village Mailing List
