MINUTES OF COLEBY PARISH COUNCIL MEETING

HELD ON Tuesday 1st September 2026 AT THE VILLAGE HALL RECTORY ROAD COLEBY

 

21.80 Public Forum: A resident has raised concerns regarding wheelie bins left outside properties after collection as these are unsightly. Clerk to check the rules with NKDC and then circulate a reminder.

 

21.81 Declarations of Interest: Councillor Hall Item 8e. Cllr Stott item 7b.

 

21.82 Present and Apologies: Councillor Robert Hall (Chair), Councillor Theresa Brewer, Councillor Angela Kidd, Councillor Quent Stott, Cllr Jens Pedersen, District Councillor Lance Pennell, and Sue Makinson-Sanders (Clerk). Councillors granted a 2-month dispensation for non-attendance at meetings to the meeting on the 3 November to Councillor Andrew Long.

21.83 Approval of Minutes of Meeting held on 7th July 2026: Councillor Robert

Hall proposed and Councillor Jens Pedersen seconded. Councillors approved the Minutes.

 

21.84 Clerk’s Reports:  Agenda sent to all on mailing list and posted on website and noticeboard

 

a) North Hykeham Relief Road: Balfour Beatty were unable to attend but weekly updates are being circulated via the village mailing lists.

 

b) Neighbourhood Plan Update: Councillor Brewer and the clerk are working on the documentation required to progress this. Steve Kemp of Open Plan has provided amended the plans. Documents when completed to be submitted to NKDC for their pre submission and pre consultation approval. Clerk to push Steve Kemp for outstanding documents if any.

 

c) Bassingham Neighbourhood Plan: No comments from the Parish Council on Plan as revised.

 

d) Fosse Green Energy Solar Park/Springwell Solar Farm:

Fosse Geen Energy Solar Park – the application has now been submitted to the Secretary of State for a decision. Decision still awaited.

Springwell Solar Farm – Approved subject to Lincolnshire County Council and North Kesteven District Council seeking permission to go to Judicial Review. Decision on permission to submit Judicial Review still pending.

Leoda Solar Park- this is currently on hold.

Windsock (Cranwell) Solar Farm – newly proposed development in early stages

 

e) Navenby Substation: The Planning Application 26/0575/FUL has now been validated. The Parish Council has submitted its comments. 941 comments submitted as at today’s date.

 

f) NALC Survey: Clerk to complete on behalf of the Parish Council

 

g) Litter Picking: There has been some confusion as to payments. Clerk to check payments. Macy West to be asked to give when and where and photo of rubbish collected so Parish Council can monitor rubbish around the village.

NB: Parish Council had allowed £504.00 for 2 grass cuts in July and the same for August but only one was carried each month out costing £252.00 per cut due to the drought.

 

SPID Battery replacement: Councillors agreed that purchasing another Battery would be appropriate as operational time with old batteries shortened, Clerk to contact all Parish Councils part of the SPID group to obtain contributions.

 

Councillors approved the payments.

 

21.86 County & District Councillor Reports:

District Councillor Lance Pennell reported that the government had accepted the Lincoln City proposal for local government reorganisation as a result of which Coleby will be part of Lincoln City. The current district councils will continue their role until May 2028 but there will be elections in May 2027 and there will be the new Lincoln City administration with NKDC and Lincolnshire County Council continuing to operate as the handover takes place

21.87 Cemeteries:

a) Lowfields Cemetery: Councillors approved the proposed memorials for Colin Leonard and for Richard Milner

b) Far Lane Cemetery: Councillors approved the proposed replacement bench and the interment of Mr Rowett’s ashes into the grave of his daughter Sarah Rowett.

 

21.88 Planning:

a) Planning Application Erection of two porches to the front elevation and replacement of existing upvc windows with new upvc bay windows (retrospective) 9 & 10 Avenue Villas - approved

b) Tree Works Application 2026/0733/TCA The Cottage on the Green -approved. 

c) Tree Works Application 2026/0928/TCA Lyncroft 9 Dovecote Lane -approved.

d) Tree Works Application 2026/0940/TCA The Manor 3 High Street -pending

e) Planning Application Battery Energy Storage System Hill Rise Coleby 25/0533/FUL – nothing to report. Awaiting archaeological report.

f) Tree Works Application 2026/0868/TCA Eagle House Dovecote Lane Coleby – pending

g) Navenby Sub Station Planning Application 26/0575/FUL- see 21.83 e above

h.  Planning Application 26/0744/HOUS Side front and rear single storey extension and replace window 14A Far Lane Coleby: pending

 

21.89 Police Reports:

a. Police: PCSO Will Jones is now our PCSO Contact no: 07973846235. Cllr Stott reported that an unknown youth had been challenged about three weeks ago by a resident on Hall Drive. A quantity of items including a knife were found. The Police were informed.

b. Neighbourhood Watch: usual scam warnings.

 

21.90 Reports from Village Organisations:

a) All Saints Church: Faculty application for repair of the clock has been granted. Problems with the bell frame and tower. Report awaited. A Mama Mia evening on the 11th September. Still no vicar.

b) Village Hall:  Last month’s car boot raised £1465.00. This weekend’s car boot is for the church. Autumn Carousal Party date 10th October 2026. Fireworks 7th November 2026.

c) Coleby School:  No Report

 

21.91 Correspondence: Letter from Lincolnshire County Council stating that the grass cutting undertaken by LCC would be deferred to 21st September due to weather conditions. Councillor Carrington forwarded details of Michael Cornish Core Grants Programme. Clerk to retain in case a suitable application becomes apparent. Winter salt bags to be requested by 30 September, Clerk to check bins.
