MINUTES OF EXTRAORDINARY MEETING OF COLEBY PARISH COUNCIL
held at The Village Hall on Monday 7th April 2025 7.30pm

20.61 Coleby Neighbourhood Plan Review: approval of fees to Open Plan for work £1563.00 plus £312.60 total £1875.60. Proposed by Cllr Vivian and seconded by Cllr Hall. Councillors approved the payment.
 
20.62 Next steps for Coleby Neighbourhood Plan Review: Steve Kemp of Open Plan updated the meeting on the present position having produced a Modified Neighbourhood Plan to cover the period 2025 to 2040 to ensure this aligns with the recently updated National Planning Policy and Central Lincolnshire Local Plan and a Statement of Modifications to the plan. David O’Connor had done much of the work on this and thanks were expressed for that. The next step is to go to public consultation on the revisions following which the Revised Plan will be submitted to NKDC for their approval. An Independent Examiner may be required if it is thought the alterations are significant but this is unlikely as the amendments are merely aligning the Plan with the Central Lincolnshire Local Plan. Some discussion ensured about the current plan and how it could help in opposing the current BESS application. It does have important information on the protection of the views from the village and the existing plan and any subsequent plan will be referred to in any decision making. The Regulation 14 consultation will involve ensuring that the revised plan is available online and on paper for at least 6 weeks so probably looking to submit the revised plan to NKDC for approval early July. 20.63 a) Approval of Parish Council Response to Public Consultation: A draft response had been circulated to Councillors. Response to be revised as it was too long. Response to be redrafted and then when approved by Councillors sent out on the village mailing list.
b) Approval of Appointment of Planning Consultant to prepare Parish Council Response to Planning Application when submitted and to incur fees: 4 Planning Consultants have been approached for quotes for this. 3 quotes have been received of ranging from £95 per hour for initial 8 hours work to£3000 inclusive of VAT. Councillors approved the appointment of a suitable consultant. Funding was an issue and perhaps crowd funding would be an option< Councillor Jens Pedersen to look into setting up a website for the Coleby BESS. Councillors approved an outlay of approx. £15 per month to cover the cost of the website.
