MINUTES OF EXTRAORDINARY MEETING HOF COLEBY PARISH COUNCIL
Held at the Village Hall Coleby on Wednesday 28th May 2025 at 6.00pm
 
20.79 Present: Councillor Alan Vivian [Vice Chair], Councillor Theresa Brewer, Councillor Quent Stott, Councillor Harriet Earnshaw, Councillor Andrew Long [joined late by zoom but did not vote on any decisions], Sue Makinson-Sanders [Clerk]
 
20.80 Apologies: Councillor Robert Hall [Declared an interest], Councillor Jens Pedersen [Ill], County Councillor Ian Carrington [away] District Councillors Lance Pennell, Matthew Cooper and Leigh Sanders [Other council meetings]

20.82 Battery Energy Storage System [BESS] Hill Rise Coleby: 
(i) Approval of Flyers for Distribution to all residents in Coleby, Boothby Graffoe and Harmston: Subject to a number of amendments Councillors unanimously approved the flyer and its distribution
(ii) Approval of request for Pledges towards funding for opposition to the BESS: Councillors explained to residents present that the Parish Council has funding available to instruct and has instructed a Planning Consultant to prepare the Parish Council’s response to the Planning Application. The Consultant has recommended that the Parish Council obtain a Landscape and Visual Appraisal by a Chartered Member of the Landscape Institute and also a Heritage Impact Assessment. The Council is seeking pledges from residents towards funding for these reports. Cllr Long and Cllr Stott pledged sums towards the Parish Councils costs. Councillors Vivian proposed and Councillor Stott seconded. Councillors unanimously approved the approach to resident for pledges of funding.
(iii) Approval of Appointment of a Chartered member of the Landscape Institute to prepare an Assessment and critique of the Planning Application: Following recommendations and enquiries as to availability within the required timeframe Councillors unanimously approved, subject to sufficient funds being pledged to cover appointments, the appointment of Sara Boland of Influence Landscape Planning and Design Ltd to prepare the required report at a cost of £5945.56. Councillor Alan Vivian proposed and Councillor Quent Stott seconded a proposal to Appoint an expert to prepare an Assessment of Significance and Heritage Impact Assessment. Councillors approved the Appointment,
