May 2023 Minutes Annual Parish Council Meeting
MINUTES OF ANNUAL GENERAL MEETING OF COLEBY PARISH COUNCIL held at The Village Hall Rectory Road Coleby on Tuesday 9th May 2023 at 7.15pm
1. Present: Councillor Alan Vivian, Councillor Barry Earnshaw, Councillor Georgia Sargent, Councillor Robert Hall, Councillor Andrew Long and Sue Makinson-Sanders Clerk
Apologies: Councillor Theresa Brewer
3. Councillor Vivian proposed and Councillor Long seconded a proposal to approve the Acceptance of Declaration of Office of Councillor Theresa Brewer in her absence. Councillors unanimously approved acceptance.
3. Election of Chairman: Councillor Vivian and Councillor Long proposed and seconded appointment of Councillor Barry Earnshaw as Chairman. Councillors approved.
4. Election of Vice Chairman: Councillor Earnshaw and Councillor Hall proposed and seconded appointment of Councillor Vivian as Vice Chairman. Councillors approved.
5. Approval of Minutes of Meeting held 3rd May 2022: Councillor Earnshaw and Councillor Vivian proposed and seconded approval of the minutes of the 3rd May 2022. Councillors approved minutes.
6. Matters Arising: The council has a vacancy and this can now be filled by co-option of a councillor.
7. Confirmation of Clerk's Employment: Councillor Long proposed and Councillor Sargent seconded a proposal to confirm the Clerk’s employment. Councillors approved.
8. Clerk's Report of Accounts for year 2022/2023 – Report proposed and seconded by Councillor Long and Councillor Earnshaw as per the report below. Councillors approved the report.
CLERKS REPORT ON ACCOUNTS 2022/2023
On the 31st March 2022 the Parish Council ended the financial year with £7141.60 in the account and ended the financial year on the 31st March 2023 with £8591.78 as per the attached bank reconciliation, The Precept received from North Kesteven District Council reflected an increase on the previous year’s precept with a receipt of £10,208.0.
The following grants were received:
Lincolnshire County Council Grasscutting £ 493.00
North Kesteven District Council Litter Picking £ 96.00
VAT was reclaimed totalling £770.00. This was an increase on the previous year and reflected the installation of street lights which were subject to VAT. Most of the service providers used by the Parish Council are not VAT registered and the amount o Vat varies depending on what services the Parish Council uses.
Other income amounted to £273.00 for burials, memorials and the wayleave on the telegraph pole in the Lowfields Cemetery giving total income for the year of £11840.00.
The Parish Council’s main expenditure remains grasscutting and salary for the clerk. Total expenditure for the year to 31st March 2023 was £10390.00. Other than grasscutting and salary the largest items of expenditure were insurance and the Platinum Jubilee celebrations. The Parish Council’s income this year exceeded its expenditure by £1450.00.
Donations were made as follows:
All Saints Church for lighting £100
Royal British Legion £50.00
Royal British Legion Wreath £50.00
St Andrew’s Boothby £40.00
The Parish Council continues to employ a litter picker and a clerk and to meet all its liabilities.
The internal auditor, Tom Holleran has now audited the accounts and the Annual Audit is to be approved at this meeting.
