MINUTES OF COLEBY PARISH COUNCIL MEETING
Held at The Village Hall on Tuesday 4th July 2023 7.30pm
A Minutes Silence was held in Memory of Monique Butler longstanding Councillor and Chairman of Coleby Parish Council.
19.25 Public Forum: No matters raised.
19.26 Declarations of Interest:
19.27 Present: Councillor Alan Vivian (Vice Chairman), Councillor Robert Hall, Cllr Theresa Brewer, Sue Makinson-Sanders Clerk, County Councillor Ian Carrington, District Councillor Lance Pennell, District Councillor Leigh Sanders and District Councillor Matthew Cooper.

19.28. Approval of Minutes: Minutes of Meeting held on the 9th May 2023 proposed by Councillor Hall and seconded by Councillor Vivian. Councillors approved the Minutes.
19.29 Clerk’s Reports:
a) Agenda sent to all on email list and posted on website and notice board
b) ) King Charles 111 Coronation Event : d An excellent village event. Very well attended. Councillors approved the expenditure.
c) Neighbourhood Plan Revision following Adoption of Revised Central Lincolnshire Local Plan: David O’Connor advised that he would be submitting his analysis of the revisions to the Neighbourhood Plan for the meeting on the 5th September 2023. The extent to which further engagement will be necessary, after a fully revised Neighbourhood Plan is submitted, will be determined by the External Examiner. The Local Plan as now adopted makes changes in that there are no targets for housing in small villages outside the village footprint and it will only be considered in those locations where there is an agricultural or affordable housing need.
d) Budget, Projects and Grant Funding: Cllr Earnshaw has drawn up a revised budget and projects schedule. It became apparent that at the earlier meeting there had not been a vote to agree contributions from the Parish Council towards Village Hall Grass Cutting costs and Councillors agreed to carry this item forward to the next agenda. David O’Connor mentioned grant funding matching.
e) Litter Picking: The village litter picker has resigned with effect from 31st August 2023. An email has brought forward two teenagers interested in doing the work. Clerk to check with insurers. District Councillor Cooper to chase Harmston clerk for details of the person used in Harmston for this task.
f) CPRE Annual Renewal: The Parish Council has not used the charity to assist in any rural issues to date but Councillors approved renewal at a cost of £36.00 per year as it may use them in the future.
g) ) Cllr Volunteer Schemes 2023/2024: Request made for volunteers to renovate the bus shelter on the A607. County Councillor Ian Carrington will follow this up to see if offer still open.
h) Wellhead Repairs: Clerk has been chasing this without any progress. Clerk to request MJ Green to quote like for like with Eastfield Joinery.
i) Signage re parking on grass on greens: Problem of parking is becoming worse. Quote obtained from Allen Signs at over £200 per sign for robust signs. Clerk to obtain further quotes.
j) Offer of Restoration of Cemetery Gates: Mr and Mrs Stott sourcing workman to do the work. Clerk to ask for design of replacement bench also to be supplied.
k) The Bell: The Planning Enforcement Officer has investigated the demolition of outbuildings at the Bell but has found that no breach of planning rules has occurred and closed the case. This follows a meeting with the owners and a reminder to them of their obligations. The Enforcement Officer is aware of residents concerns and should be contacted if any work appears to being carried out.
l) RAF Report: Cllr Georgia Sargent has offered to give a report as she is a communications officer for the RAF at Waddington but no report available for this meeting as her apologies have been given. The recent exercise will be annual and the Red Arrows are now a permanent feature at Waddington. To date no complaints from residents.
m) Asbestos: A resident has raised concerns about asbestos waste at the property on the corner of Coronation Crescent/Rectory Road and at West Hall. Clerk to check planning permission regarding the driveway and access over the existing grass verge and ask if the asbestos is to be removed as part of completion of the works. Councillors to check the position regarding the asbestos reported at West Hall.
n) Fosse Green Energy Solar Park: Cllr Hall advised that the panels will be Aubourn side of the Brant river and the impact on Coleby will be minimal with perhaps a 10m wide easement for laying of cables underground. These developments do provide some large contributions to local communities so perhaps to Parish Council and or Village Hall for community projects. Cllr Brewer expressed concern about visual impact and safety. Councillors will be attending a meeting on the 11th July to ascertain further information on the proposal.
19.29 Planning:
a) Appeal against refusal of Planning Permission Site off Dovecote Lane –Parish Council comments submitted and decision from Inspector- Appeal refused.
b) Tree Works West Hall Coleby Reduce 2 x plum, walnut and maple, fell conifers – approved.
c) Tree Works Coleby COE School Prune back prunus - approved
d) Tree Works Cottage by the Green fell holly, Apple and Mulberry - approved
e) Planning Application 9 & 10 Avenue Villas Grantham Road -Construction of two storey rear and side extension, conversion of roof space into living accommodation, construction of new basement beneath the proposed rear extension, construction of a lean to rood and porches to front elevation, and construction of new garden wall to front aspect of the site – pending decision
f ) Planning Application 8 Hill Rise Coleby Single storey side extension and alterations to dwelling including associated external works – decision pending
g ) Planning Application and Listed Building Consent West Hall Coleby Hall Hall Drive Raising of roof to existing garage to allow formation of first floor office space along with insertion of window and roof lights. Installation of roof light in north-west roof of dwelling and erection of new retaining wall in rear garden to form level lawn area. (Revised description) – approved
19.30 Police Reports:
a) Police: Nothing to report. Next quarterly report due.
b) Neighbourhood Watch: Usual warnings about scams both telephone and email.
19.31. County & District Councillor Reports: County Councillor Ian Carrington will send out his report for circulation. It contains information on children’s services and mobility not only for the elderly but for all residents with mobility issues. Cllr Carrington will take a look at the road state on Lowfields and clerk to email him regarding the sycamores on Dovecote Lane.
District Councillor Lance Pennell reported that NKDC had won a prestigious national award for the passive houses built at Potterhanworth. The Council has also installed solar panels on its Sleaford buildings and are heating them from the straw burning facility at Sleaford.
Cllr Hall raised the issue of recruitment of Planning Officers. To recruit an offer of a supplement above the pay grade has been made. Cllr Carrington confirmed that there had been and no cuts are planned to trading standards in the County,
19.32 Cemeteries:
a) Lowfields Cemetery: Monique Butler to be buried in the cemetery. The car park is being sprayed off for weed s and arrangements made for the hedges internally to be cut. Clerk to contact Tim Walker to cut external hedges before the funeral. Date not yet known.
b) Far Lane Cemetery: Councillors approved a request for Burial of Ashes of Audrey Bartholomew into the grave of her son Dwayne Brian Feast.

19.34 Reports from village organisations:
a) All Saints Church: Awaiting clock repairer to attend to clock which is gaining time. Roaring 20’s Event on 9th June 2023 was a great success and raised much needed funds for the church. The church architect has attended with a view to advising on siting of a toilet. Harvest Festival is the 8th October followed by harvest supper in church.
b) Village Hall: Car Boots are starting to recover following covid with better attendances at the July boot sale. . Not the Coleby Ball 16th September 2023 tickets £25.00. A much less formal event with food vendors selling burghers and tacos, a live band and set up n marquees attached to the village hall. Coleby Downhill provisionally to take place on the weekend of the 12th/13th June 2024.
c) Coleby School: Report to be circulated as read out at the meeting.
