16.55 PUBLIC FORUM 7.30pm
A resident enquired about the remit for the litter picker. Issue is on the agenda. See below.
School Report request that it be emailed to residents and printed out for the meeting as so lengthy.
16.56 APPROVAL OF MINUTES OF PARISH COUNCIL MEETING 8th January 2019 7.35pm
Cllr Playford requested approval of the Minutes. Proposed by
Cllr Brown and seconded by Cllr Davies. These were approved by all councillors present. Cllr Playford signed the Minutes as a true record.
16.57 Clerk’s Reports
a) Agenda sent to all on Parish Mailing List and placed on the notice board and website.
b) Wellhead Repairs: Work due to commence on the 18th March but this is weather dependent. Residents to be asked to shop at Tesco and obtain tokens for funding under this scheme.

c) Best Kept Village Competition: Councillors approved entry to this year’s competition. Village Tidy Up 18th May 2019, 10.00am at the Church

d) GDPR Policies and Councillor Emails: The Privacy Notices have now been drafted and work is ongoing on policy documents.

e) Rectory Road Street Light Replacement: Light now ordered. Awating delivery. Councillors approved payment to £210.70 to Jim Lawrence for purchase of the light. Electrician standing by to install.
f) District and Parish Councillor Elections: The next elections are the 2nd May 2019. Nominations begin around 15th March and to be in by 3rd April 2019. NB Voter ID required. Clerk to email all residents and put notice on Notice Board

g) Speed Indicator Device – After some issues waiting approval of sites identified. Cllrs approved continue with Coleby’s ionvolvement. Cllr Shaw to check on insurance and maintenance.

h) Report on Village Event 1st and 2nd March: All village organsitations represented and presented display boards.
Thanks to Rob and Theresa Brewer for the excellent music, to Lynda Fletcher for organising theevent and to all who set up display boards, catered and represented the various village organisations. Well attended both days with a lot of interest from residents (old and new). Attendance over 2 days in excess of 100 people. Some offers of help for village organisations received. Clerk to email when functions etc happening to ask for volunteers.
i) Viking Way/Hill Top Footpath 784. This path is not the Viking Way. Cllr Jamie Cartwright volunteered to cut this area of footpath. Clerk to confirm with landowner.

j) Bench Repairs: NKDC’s insurers declined responsibility. Clerk sent a response with photos and will pursue this.

k) Removal of signs on Coronation Crescent Green – these have been removed.
l) Litter – a resident raised litter on the A607. Litter picker has been asked and has cleared this area. Heath Road also bad. Litter picker to be asked to litter pick.

m) Alternative Park and Stride/Golden Boot School requested village volunteer to help. Await any response from Village Event.
n) Parish Council Audit Clerk requested approval to ask Internal Auditor to audit even thoughExempt on basis of budget. Cllrs approved.

o) Broadband As part of the Neighbourhood Plan Consultation a broadband audit was carried out. David O’Connor reported that Openreach have been installing Fibre Optic Cables throughout the village. Not yet available for home service as yet. Porposed a workshop for people to go along and learn about the options. Ongoing and to update when available.

p) Friends of Coleby School Cllr Shaw advised of the financial difficulties at the school and requested financial assistance from the Parish Council for projects to improve the school environment with external repairs. Cllrs requested a formal proposal for works for consideration.

q) Helium Cannisters – Clerk reported a number had been disposed of in the gateway to Hall Farm on the A607. Reported to NKDC and removed.
r) Damage to Brant Road from Vehicle Fire Cllr Playford reported that there had been 2 vehicle fires, one on Hill Rise at the bottom and one on Brant Road close to the junction with Hill Rise. Tarmac damaged. Clerk to check with Highways if surface safe.

s) Salt Bins to be checked for refilling. Salt has been delivered (2 bags) to Village Hall. Require moving to side of hall near Container. Clerk to arrange.

16.58 PLANNING:
a) Dovecote Lane Development: Cllrs have received a report on the FOI request and approved no further action required. Builders to be asked to cover the manholes in the verge at the entrance to the development as dangerous.

16.63 REPORTS FROM VILLAGE ORGANISATIONS
a) Church: Cllr Long reported that the Annual VCC Meeting will be held at church C12.00 noon following the 11am Service and new VCC members always welcome. Quotations are currently in the process of being obtained for undertaking the required works as contained within the Quinquennial Report, the main item being the South Aisle Roof.
Arrangements are now confirmed for the Summer Garden Party, as to be held at The Old Rectory Sunday 14th July, starting at 3pm and running into the evening. There will be live music from professional vocalist and musician George Simpson, as well as from local soul and party band, Soul FX. Full details to be imminently confirmed, with Tickets shortly to be available at £15 per person (under 16’s free) from Andrew Long and other VCC Members.
b) Village Hall This year’s Car Boot Sales to be held first Sunday of each month starting 7th April. Volunteers for helping on the Field and in the Kitchen always welcome and much appreciated.
Arrangements for the Coleby Harvest Charity Ball are now confirmed for Saturday 28th September. Tickets to be available later in the year from Andrew Long or Guy Glaves at £60, to include a 4 Course Table Service Meal, along with live music from popular party band Crazy Ape. Full details shortly to be promoted.
Regular Committee Meetings held at The Tempest every two months and next one will be 8pm Tuesday 9th April. New additional members always welcome.
c) School: Report received. Report to be emailed.
16.64 CORRESPONDENCE
i)Community Lincs – notification that Insurance will now be through Zurich Insurance.
ii) Grow@Brogdale - offering plant advice to Councils and villages with Neighbourhood Plans. No action required
