16.99 APPROVAL OF MINUTES OF PARISH COUNCIL MEETING 10th September 2019

Cllr Playford requested approval of the Minutes. Proposed by Cllr Vivian and seconded by Cllr Cartwright. These were approved by all councillors present. Cllr Playford signed the Minutes as a true record.

17.00 Clerk’s Reports

a) Agenda sent to all on Parish Mailing List and placed on the notice board and website.

b) Best Kept Village Competition – Winner of BKV 2019 Class 1 – Coleby. Brass Plaque and Certificate received. Councillors approved Certificate to be mounted in a frame and put on the wall in the Village Hall. Brass Plaque to be mounted on a wooden frame and placed on Wellhead door when renewed.

Clerk to ask Highways for 2 new signs for the A607

c) GDPR Policies and Councillor Emails: Clerk to liaise with David O’ Connor to progress this.

d) Broadband: David O’Connor working on this and will advise PC.

e) Bench Repairs Coronation Crescent Green: Quote obtained from Pelican Trust, Councillors approved a three seater bench in oak at a cost of £575.00. Clerk to submit claim to insurers.

f) Western Power – electrical undergrounding works: Clerk reported that the situation had reached an impasse. Cllr Long reported that there were a number of issues outstanding and that a compromise should be found to get the works finished and make good the damage caused by the works.

Councillors approved that the PC, as a third party should offer to contribute £500 to the legal expenses to try and resolve the issues. If accepted a meeting to be arranged with Western Power to discuss further works and timeframe.

g) Precept and Budget for 2020/2021: Councillors approved a 2% increase in the precept to cover increasing annual costs.

h) V E Day Events: Events proposed are film night in the church on Friday 8th May (movie of that period), Street party at the playing field on the 9th May – bring your own picnic, food vendors on site: entertainment 40’s style and for the children running into the evening culminating in a firework display. Rounders match between 2 teams representing each of the village pubs followed by a church service and afternoon tea at the church on the 10th May. Cllrs approved a donation of £1000 toward the cost of the events.

i) Act of Remembrance: This will take place at the War Memorial in the Churchyard at 10.50 am 11th November 2019. Cllrs thanked Margo Nelstrop for her kind offer of refreshments to follow the Act of Remembrance

j) Parking Rectory Road – School Safety Issues: Incident reported to the Parish Council. Always an issue. PCSO and Lincs Safety Partnership to be approached and also another email to the school.

k) Speed Indicator Device: All councils have now paid their share and locations awaiting approval.

l) Parking on Coronation Crescent Green: complaints received from residents about vehicles parked on the Green. Cllrs approved that the Clerk should write to all residents in Coronation Crescent

m) Wellhead Door/Noticeboard: Following repair of the Wellheads Cllrs approved replacement of the Wellhead door and for a noticeboard on the door. Clerk to obtain quotes

17.01 PLANNING:

a) Dovecote Lane Development: Clerk reported no response from Highways. Cllr Oxby will contact Highways. Clerk to send copies of emails to him.

b) Application Prior Approval for a proposed change of use of agricultural building to a dwelling house Manor Farm Coleby Lowfields- granted.

c) Erection of single storey extension 12 Blind Lane – granted

d) Tree Works Application 6 Dovecote Lane – approved.

e) Tree Works Application 2 Rectory Road – approved.

f) Tree Works Application 4 Blind Lane - approved

g) Tree Works Application 3 Chestnut Paddock - approved

h) Conversion Barn to Cafe/Restaurant Lodge Farm Heath Road Coley - pending decision

i) Retrospective Planning application the Bell Inn development – pending decision

j) Application for prior noticification of erection of steel framed machinery/temporary grain store Heath House Heath Road – pending decision. Cllrs informed by Mrs Walker that this has been refused. Full application submitted.

k) Harmston pig unit development – pending decision. SMS/Cllr Oxby

17.02 POLICE MATTERS:

a) Police Report: No report

b) NHW – attempted break in at village hall.

17.03 DISTRICT COUNCILLOR REPORTS: District Councillor Hagues reported attending further Drain Management training on 25th November. Concerns raised that drains in village are never cleared and this is causing problems. She will report to appropriate department. Pig Unit at Harmston still being considered.

County Councillor Ron Oxby reported on the Partnership between the NHS and Ambulance Service to prevent the need for hospital attendance. Lincoln Eastern By Pass going ahead and on target for finishing. New bus station is Skegness.

Lincolnshire County Council clamping down on Council Tax Fraud £1.3m. Trading Standards checking on tyre traders and the fitting of illegal tyres.

17.04 CEMETERIES

a) Lowfields:

i) ) Gates: Quotes to be obtained by Cllr Cartwright for 5 bar balck metal gate. Cllrs approved a budget of up to £3000 to replace the gate. Installed gate to be made secure from theft

b) Far Lane:

i) Burial Request Miss Ann Pilsworth. Notice in the Yellow Peril has brought a response from a plot owner. Clerk to follow up enquiries with local residents as to whereabouts of some of the plot owners

17.06 REPORTS FROM VILLAGE ORGANISATIONS

a) Church: Cllr Long reported application being made for funding for works at church. Faculty application in progress. Canapes and Cocktails event at the village hall on 9th November. Christmas Services – Coleby Carols 20th December. Midnight Mass 24th December. Next VCC meeting 4th December 2019.

b) Village Hall: Next meeting 19th November. Successful car boot season despite the October car boot having been cancelled due to the weather. Well attended Autumn Bal. Date for next year being sicussed.

c) School: Report attached.
