COLEBY PARISH COUNCIL MEETING
Held at The Village Hall Coleby on Tuesday 10th September 2019 at 7.30pm MINUTES

APOLOGIES: Cllr Karen Playford, Cllr Robn Oxby (Cllr Playford at work and Cllr Oxby at Nocton PCM). Cllrs accepted reasons and apologies for absence.
16.86 A two minute silence was observed in memory of Janet Bagley, life long resident of the village and former parish clerk
16.87 PUBLIC FORUM:
No matters raised.
16.88 PLANNING:
Matters not on agenda but brought to Parish Council’s attention prior to the meeting – i)Harmston Pig unit and ii) Barn Conversion to Cafe/Restuarant at Lodge Farm Coleby.
Cllr Vivian sought and obtained approval from Councillors to bring this item forward for discussion.
i)) Mr Mike Wiley and Cllr Brian Hamilton of Harmston Parish Council wished to hear councillors views on a planning application received in Harmston for the erection of a livestock unit for rearing and fattening of pigs together with associated infrastructure off land at Station Road Harmston.
Proposal is to rear 1920 pigs at a time, Harmston has concerns re smell and traffic using the site. Mr Wiley advised that concerns had been raised regarding the calculations that had been used in assessing the likely smells and nuisance factors.
Slurry spreading was a concern for reasons of smell.
Councillors agreed the calculations could be questioned but generally felt it would be difficult to oppose the application on planning grounds and that agricultural development of this sort in a rural environment was not inappropriate.
ii) Mr and Mrs Mottram advised the Parish Council of their application to convert a stone barn at Lodge Farm to a cafe/restaurant. The conversion was to create employment, a means of diversification for the farm and to enhance the local economy. Councillors indicated they had no objections to the application and saw the need to maintain the farms sustainability. Clerk to notify planners that the Parish Council has no objections and supports this.

16.89 APPROVAL OF MINUTES OF PARISH COUNCIL MEETING 2nd July 2019
Cllr Vivian requested approval of the Minutes. Proposed by Cllr Long and seconded by Cllr Cartwright. These were approved by all councillors present. Cllr Vivian signed the Minutes as a true record.
16.90 COUNTY & DISTRICT COUNCILLORS REPORTS:
Cllr Vivian sought and obtained approval from Councillors to bring this item forward as District Cllr Lucille Hagues had another Parish Council meeting to attend.
Cllr Hagues introduced herself. Elected in May she had been on training courses. The District Council is reliant on business rates and so there is some uncertainty as to funding until these are sorted. She has joined the Flood Management Scrutiny Committee and has toured the flood areas of Wainfleet.
16.91 Clerk’s Reports
a) Agenda sent to all on Parish Mailing List and placed on the notice board and website.
b) Well Head Repairs: Grant has now been received.
c) Best Kept Village Competition – Awaiting results of judging.
d) GDPR Policies and Councillor Emails: The Privacy Notices have now been drafted and work is ongoing on policy documents. Cfwd.
e) Bench Repairs Coronation Crescent Green: Clerk to obtain quotes for bench as per those on Tempest Green.

f) Litter Picking Grant: Grant now available for 2019/2020. Councillors approved application for grant

g) Broadband Speeds: variable around the village. Superfast broadband now available at an increased cost. Mr Mottram asked about broadband on the Heath, Clerk to see if Mr O’Connor can assist in progressing improvement on this.

h) Western Power – electrical undergrounding works: Cllr Long reported that work is underway and that negotiations have resulted in a piece of land at the Village Hall has been made available to Western Power to site the substation.
Papers are now with Solicitors. Cllr David Knowles proposed a vote of thanks to Cllr Long as chair of the Village Hall Committee for his time and efforts in communicating with Western Power and solicitors. Clerk to chase BT re the poles

i) Street Lighting: Issue of street lamps - what happens if they are on poles to be removed as part of Western Power’s works. Clerk to ascertain position.

j) Caravan Avenue Villas: NKDC responded that this is not an enforcement matter.
k) V E Day Events: Village Organisations getting together to plan event s for the weekend of the 8th 9th and 10th May 2020. Parish Council will support the events
16.92 PLANNING:
a) Dovecote Lane Development: Manhole is not part of planning permission. It is the responsibility of the services provider. Clerk to approach again and highways as safety issue.

c) Tree Works Application 1 The Green Hill Rise – granted. no objections from Councillors.

e) Tree Works Application The Red House High Street Colebygranted
f) Erection of single storey extension 12 Blind Lane – granted
g) Tree Works Glebe House – no objections. Pending approval
16.93 POLICE MATTERS:
a) Police Report: Period 2nd July to 10th September -31.08.19 Criminal Damage of lights to trailer. Avenue Villas. Named offender. Enquiries ongoing
b) NHW – no of vans broken into in Navenby.
16.94 CEMETERIES
a) Lowfields:
i) ) Gates: Cllr Cartwright to put proposals to councillors by email as to types of gates for a decision. These need to be consistent with the rural environment and made secure from theft

ii) Email of thanks from Monique Butler to the Parish Council for the work done prior to David Butler’s funeral. Mrs Butler has offered to donate a seat for the cemetery. Cllrs accepted and thanked Mrs Butler for this offer and this was formally approved. Seat to be in same style and colour as existing benches.

b) Far Lane:
i) Burial Request Miss Ann Pilsworth. Notice in the Yellow Peril has brought a response from a plot owner. Clerk to follow up enquiries with local resident as to whereabouts of some of the plot owners

16.96 REPORTS FROM VILLAGE ORGANISATIONS
a) Church: Cllr Long reported that Harvest Festival is the 6th October4.30 pm followed by tea at the Tempest at 6.00pm.
Tickets from Parish Clerk or Beth Devonald £10.00 or £25 for a family ticket. Thomas De Canteloupe tea postponed to enable a date to be fixed for Dean of Hereford to attend. Application being made for funding and faculty for south aisle roof replacement,
b) Village Hall: Coleby Harvest Charity Ball Saturday 28th September. 230 Tickets sold. Few tables still available from Andrew Long or Guy Glaves at £60 per person, tables of 8 10 or 12.
c) School: Report attached. Concern raised over falling numbers. Concern raised that school empty for 170 days a year and there is no contact number for anyone to gain access in emergency.
