COLEBY PARISH COUNCIL
MINUTES OF MEETING held at the Village Hall Coleby 5 July 2021

Declarations of Interest: Cllr Long declared an interest in item 5(b).

Present: Cllr Barry Earnshaw, Cllr Alan Vivian, Cllr Andrew Long, County Councillor Ian Carrington, District Councillor Lucille Hagues, Sue Makinson-Sanders (Clerk).

17.99 Public Forum: A resident raised the issue of the delapidated garage on Dovecote Lane. Cllr Carrington advised that unless it is a danger to the public the authorities have very little power to interevene. Clerk to contact LCC  Highways and make enquiries.
Concerns were raised about the finsihing off of works by Western Power - see item 18.01 c) below.

18.00 Approval of Minutes of Meeting held on the 25 May 2021. Cllr Earnshaw  proposed and Cllr Long seconded approval of the minutes. Minutes Approved.

18.01 Clerk's Reports:
a) Agenda sent to all on email list and posted on the website and noticeboard.
b) Resignation of Cllr Playford and Councillor vacancy. There has been no request for an election and formal notice to be displayed advertising the  vacancy and that the Parish Council will co-op a new councillor. Closing date of 27.09.21 for applications approved.  2 applications to date.
c) Western Power update: Western Power have now carried out remedial work on the area on Rectory Road, reseeding the grass verge. The other areas of bad tarmacing and non re seeding of verges is down to BT. Clerk to follow up with Lincolnshire County Council Highways.
d) Wellhead Pump Casing: Quote from Pelican Trust.  Clerk contacted  Daryll Griffiths. He is unable to assist on this occasion. Clerk to approach Ian Thompson.
e) Street Lighting: Lanterns now installed. NKDC has refunded what they would have paid for lights to the Parish Council. The lanterns have been added to the Parish Council's insurance at no extra cost.
f)  Annual Village Tidy Up went ahead despite weather. Thank you to all who turned out and did a much needed tidy. Thank you to Gerald Needham for removal of vegetation from the churchyard.
g) Revision of Parish Council Policies. Councillors approved revised Standing Orders and Financial Regulations. Risk Management agreed in principle subject to some gaps being completed.
h) Central Lincolnshire Local Plan Review - Councillors and David O'Connor preparing Parish Council Response to the review in particular in relation to the reference to land to the west of Coleby between the village and A607.
i)  Dyke Excavations Hill Rise- Clerk chasing Mike Brown at LCC Highways. Cllr Carrington will follow up.
j)  Trees Dovecote Lane - LCC Highways department has now cut these back removing the hazard.
k) The Speed Indicator Device is on High Street. Harmston have requested to collect this as it rotates among the Cliff Villages.
l)  VE Day Event now postponed to 3/4/5 September 2021. Removal of restrictions makes the event more likely. Band booked and Graham Bingley's band will hopefully play too. Cllr Long confirmed that the Village Hall Committee has approved a donation of £1000 towards the cost to match that of the Parish Council.
    There may be funds left and Village Hall Committee proposed that excess funds go towards a defibrillator at the Village Hall.

18.02 Planning:
a) Application Change of Use The Bell: Planning Inspector refused on Appeal.
b) Planning Application Erection 2 bay open fronted garage and store The Old Rectory. Awaiting decision.
c) Planning Application Erection 2 storey dwelling at land at 12 Coronation Crescent. Granted.
d) Planning Application and Listed Building Consent re-roofing garage and raising height of building to insert first floor and relocate oil tank The Garden House. Approved.
e) Planning Application and amended plans 2 storey extensions and alterations to dwelling 14 Far Lane. Approved.
f)  Tree works application The Walled Garden Far Lane - pending decision.

18.03 Police Reports:
a) Cllr Earnshaw contacted Chief Constable regarding attendance at Parish Council Meetings and received assurance that the Police are working closely with local communities to prevent rural crime. A police attendance will be possible at the Annual General Meeting if invited.
    Cllr Earnshaw expressed usefulness of collective village meetings to deal with issues. Clerk to contact Cllr Overton. PCSO to be invited to next AGM.
b) Neighbourhood Watch: quiet apart from scams, the main ones being HMRC, Royal Mail, Amazon, Microsoft  etc. Cllr Long reported that he had received a call to his mobile purporting to be from his bank and showing his bank's number. Very clever scam but was alerted when they asked for details. Clerk to send out warning.

18.04 County and District Councillor Reports:

District Councillor Hagues has sent a report that the clerk has circulated via the mailing list.
County Councillor Ian Carrington reported that Lincolnshire County Council has been awarded £2.5m from Central Government for improving mental health amongst the young and those with the most complex needs. LCC has also been commended for its Children's Service particularly for high needs and special education. Under the Levelling Up Fund Lincolnshire has received £60m towards road programmes.
Pelham Bridge Roadworks are on schedule and budget. A15 emergency repairs on time and on budget. Final phase is the Cranwell junction . Works should be completed by end of August with some nightime only closures during the week. Holdingham Roundabout works on time and budget . LCC and Lincoln Clinical Commissioning Group working with Lives for a fast response unit for Falls.
Cllr Carrington confirmed that where road works done by utilities are not satisfactory they will be required to come back and make good. Lincolsnhire has 5000 km of road to maintain. Please report problems using Fix My Street. LCC is aware of the problems on the roads connecting across the Heath particularly the edges. These will be dealt with on completion of the A15 works.
Issues with the roads leading to the A46 connecting with the traffic from the Eastern bypass raised.

18.05 Cemeteries:
a) Lowfields Cemetery.
 Councillors approved  headstone and inscription for Rev'd Bell and his wife Margaret Bell. Design.
b) Far Lane Cemetery: Councillors approved headstone for the  grave of Robert Hallgarth and inscription.

18.06 Financial Matters:

18.07 Reports from Village Organisations:
a) All Saints Church - VCC meeting held in person 29 June 2021. Andrew Long and Sue Makinson-Sanders elected to Graffoe PCC as representatives for All Saints Coleby in absence of church warden. Ongoing works with committee prioritising stonework, internal decoration and replacement of footpath. No final decisions made. Garden Party on 25th July not going ahead.
b) Village hall - VHC met on 30th June in person. 2 new members representing Coleby Football Club.No car boots until April 2022. Spring Ball tbc. VHC dealing with enhancement of play area equipment and hedges on side of Rectory Road.
c) No School Report received. Teacher Claire Fairhurst retiring.

18.08 Correspondence: None.

18.09 Councillor Earnshaw raised future meeting arrangements and enquired whether it would be possible to hold a physical meeting and for members of the public to join via remote means? Clerk to check position with LALC. One issue is lack of WiFi at the Village Hall.
