COLEBY PARISH COUNCIL
MINUTES OF MEETING held at the Village Hall Coleby 2nd November 2021
Declarations of Interest: Cllr Graham Brown Item 5h.
Present: Cllr Barry Earnshaw, Cllr Alan Vivian, Cllr Theresa Brewer, Cllr Graham Brown, County Councillor Ian Carrington, Sue Makinson-Sanders (Clerk).

18.21 Public Forum: No matters raised by residents in attendance at the meeting.

18.22 Approval of Minutes of Meeting held on the 15th September 2021. Cllr Brown proposed and Cllr Brewer seconded approval of the minutes. Minutes Approved with amendment at 18.17 (date for invoice for bdg mowing amended from September to October)
18.23 Clerk's Reports:
a) Agenda sent to all on email list and posted on the website and noticeboard.
b) Western Power update: Lincolnshire County Council Highways met with representatives from Western Power and BT/Openreach and walked the village identifying where work not satisfactory. LCC chasing up matters in particular the permits for installations made by BT and the ongoing remedial works.
c) Dyke Excavations Hill Rise: Clerk met with County Councillor Ian Carrington on 22nd September to view area and agree way forward. Cllr Carrington to pursue matter with appropriate officer at LCC.
d) Servicing of Defibrillator: The school has arranged for the defibrillator to be serviced. This has now been done. Cllrs approved reimbursement of the cost to the school.
e) Act of Remembrance: To take place 11th November at the War Memorial All Saints Church at 10.50am Wreath obtained. Cllr Vivian will lay the wreath. Robbie Stewart will read the names. Clerk still trying to find a bugler but back up from Cllr Brewer if needed.
f) Road Closures A607: Road works are on target for completion date
g) Queen's Platinum Jubilee Beacons: Councillors approved the proposal that the village should have a beacon. Gerald Needham offered to make a beacon and Councillors accepted the offer. Location was discussed and Councillors agreed the best location would be in the field opposite the Tempest.
Beacon to be lit at 9.15pm on the 2nd June 2022
h) Speeding Motorists: Councillor Carrington met with the clerk to view locations in the village where speeding is bad. Once all the major roadworks around the village area are completed Cllr Carrington will bring in Archers Speed Surveys to carry out a survey and to discuss possible traffic management
18.24 Planning:
a) Planning Application - Outline application for Erection 4 x new dwellings Land off Dovecote Lane. Application refused. Unanimous decision of the Planning Committee. Cllr Earnshaw thanked David O'Connor for his support and advice in drafting the Parish Council's rebuttal of the application and the Parish Council's comments presented to the Planning Committee.
A Dovecote Lane resident thanked the Parish Council for its detailed observations and comments given in a fair and balanced manner. Cllr Carrington indicated that the applicant has the right to Appeal. The importance of the Coleby Neighbourhood Plan in the District Council's decision making was stressed by Cllr Carrington, who complimented the Plan on its thoroughness and stated that the value of the plan in achieving the result on this applicaiton should not be underestimated.
b) Planning Application Erection of Garden Room Eagle House 5 Dovecote Lane. Approved
c) Planning Application Erection of Log Cabin/Summerhouse 5 Church Lane. Approved
d) Tree Works Application 3 Dovecote Lane. Approved
e) Planning Application Erection 2 storey rear extension 2 Rose Cottage Lane. Approved
f) Change of Use under Permitted Development Rights The Bell. Application withdrawn.
h) Tree Works Application The Lodge Grantham Road. Pending
18.25 Police Reports:
a) Police: Nothing further to add to the report received from the policing team and North Kesteven Police. Copies on noticeboard and emailed.
b) Neighbourhood Watch: Very quiet. Usual scam calls regarding internet issues. A resident raised the recent issues with BT and suggested that the Parish Council request internet providers inform if there is a significant infrastructure problem
18.26 County and District Councillor Reports:
District Councillor Hagues' reports has been sent and the clerk has circulated via the mailing list and noticeboard
County Councillor Ian Carrington's report has also been circulated by email and noticeboard.
18.27 Cemeteries:
a) Lowfields Cemetery: Nothing to report
b) Far Lane Cemetery: Councillors approved the proposed memorial to Paul Butler. Councillors also approved the interment of ashes into the grave of Freda Ann Wilcox (parents)
18.28 Financial Matters:
a) Payments to be made:

18.29 Reports from Village Organisations:
a) All Saints Church: Successful Harvest Festival. Thanks go to Lizzie Needham and Kath Counsell for the church decorations.Harvest Tea (bangers and mash) at the Tempest. was enjoyed by many residents.
Planning Permission and a faculty are required to resurface footpath in church yard as different material is to be used. A Planning Application and Faculty Application have been submitted. Roof works not yet signed off as minor remedial works required.
b) Village Hall: 2 members of the committee are standing down in January. New younger members required. Football Team is making a valuable contribution to the hall.
c) School Report: Received and circulated.
