16.45 PUBLIC FORUM

No matters raised by those members of public in attendance.

16.46 APPROVAL OF MINUTES OF PARISH COUNCIL MEETING 6th November 2018

Cllr Playford requested approval of the Minutes. Proposed by Cllr Shaw and seconded by Cllr Brown. These were approved by all councillors present. Cllr Playford signed the Minutes as a true record.

16.47 Clerk’s Reports

a) Agenda sent to all on Parish Mailing List and placed on the notice board and website.

b) Precept – Councillors approved Precept request for same as last year £9500.00. No increase.

c) Wellhead Repairs: Grants update – Press release issued. Works to commence in March 2019. Grant application to Tesco Bags also approved. Residents to be asked to shop at Tesco and obtain tokens for funding under this scheme.

d) Best Kept Village Competition: Results received. Coleby unsuccessful. Judges comments considered. CPRE to be asked about winner of class having entry fee paid by SKDC when winner had declined to enter. New noticeboard for wellhead door, quote to be obtained.

e) GDPR Policies and Councillor Emails: Emails now sent by bcc on mailing list. David O’Connor working on policies and draft should be available in a couple of weeks.

f) Rectory Road Street Light Replacement: School in agreement for position of lamp on gable end. Parish Council to pay cost of installation and councillors approved £25.00 towards electricity per year. Clerk to confirm to electrician lamp to be PIR dusk to dawn and obtain quote.

g) District and Parish Councillor Elections: The next elections are the 2nd May 2019. Nominations begin around 15th March and to be in by 3rd April 2019.

h) Speed Indicator Device: 7 sites within village approved for positioning of SPID. £50.00 per set of brackets to fix the device. Councillors approved 2 sets of brackets. Clerk to liaise with Cllr Kate Trought.

i) Volunteers for Village Organisations Campaign “Your Village need YOU(TH)”: Event dates 1st and 2nd March 2019.

Details to be confirmed. DCllr Overton to check whether there is funding available for this event.

j) Councillor Training Courses Scehme: Councillors approved renewal of the membership onthis shceme. £75.00 per year for Coleby.

k) Anglian Water Lincoln to Grantham Pipeline: Councilloors and residents present made aware of course of new proposed pipeline.

l) Viking Way Hill Top: Response from LCC not satisfactory. Clerk to contact again.

m) Bench Repairs: NKDC to be approached re repairs as NKDC’s tree that damaged the bench and removal of signs on green. NKDC confirmed that they do not have to notify Parish Council of tree works they undertake.

n) Park and Stride: School looking for a village resident to volunteer to help run the Golden Boot Scheme. Clerk to email school re volunteer event and about regulations for not parking within 10m of a junction with a request that the school email parents.

16.48 PLANNING:

a) Dovecote Lane Development: Anglian Water asked to deal with dangerous water meter on roadside by development. FOI request to be followed up with NKDC.

b) Planning Application – 5 Rose Cottage Lane – approved.

c) Planning Application for extension 9 High Street amended plans - pending

d) Tree Works application 8 Hill Rise – granted.

e) Tree Works application 12 Dovecote Lane – granted.

f) Tree Works Maple House 27 Blind Lane – granted

h) Prior Approval for Chane of use of agricultural building to a dwelling house Manor Farm Coleby Lowfields- Councillors thanked David O’Connor for his advice on this. Councillors approved response to NKDC of No Comments.

16.49 POLICE MATTERS:

a) Police Report: No matters of crime to report since last meeting.

b) NHW Report –Number of alerts for scams including Royal Mail, HMRC, Police> Residents to be aware.

16.50 DISTRICT AND COUNTY COUNCILLOR REPORTS:

Cllr Overton reported on planning issues in Leadenham where there are applications for more houses than Leadenham are required under the Local Plan to provide.

Pilot scheme in NKDC to prevent voter fraud by requiring anyone attending to vote to produce ID at the time. Not applicable to postal voters.

Lincolnshire Crime and Policing Survey – Cllr Overton requested that residents complete the survey as need to raise the importance of community policing.

Some success with the budget for this year. £13.7m obtained for Lincolnshire for Mental Health and Care and £650m for adult care.

Concern expressed about lowering of standards for repairs to potholes on rural roads to requirement to repair dangerous potholes within 90 days.Refer to monthly newsletter from Cllr Overton for updates.

16.51 CEMETERIES

a) Lowfields:

i) Car Park Weeding – Cllr Cartwright will respray weeds. Cllr Shaw and Cllr Vivian will weed.

b) Far Lane:

i) Burial Request Miss Ann Pilsworth. Clerk researching burials and to attend course in March re Burial Rules.

16.53 REPORTS FROM VILLAGE ORGANISATIONS

a) Church: Coleby Carols on 21st December well attended as were the Christmas services. The Act of Remembrance at the War Memorial and the following event in church were very well attended with thanks to all who organised the excellent displays and to Rob and Theresa Brewer for providing the live music. A good mixture of commemoration and celebration.

VCC obtaining quotations for quinquennial works in particular the south aisle roof.

b) Village Hall: AGM took place and there is a full committee.

Next meeting 22.1.19 will be rescheduled to a later date. The Ball will be on 28.09.19 with a similar format to last year. Work almost completed on new gates to the playing field. Thanks to everyone who has helped with that work.

School: Report received. 57 on roll. School Term begins 7th January 2019.

16.54 CORRESPONDENCE

i) Lincoln Transport Strategy Update – local drop in sessions to view proposals. Dates to be circulated to residents.
