COLEBY PARISH COUNCIL MEETING

Held at The Village Hall Coleby on Tuesday 3rd March 2020 at 7.30pm

PRESENT

Cllr Karen Playford (Chairman) Cllr Graham Brown, Cllr Andrew Long, Cllr Barry Earnshaw, Cllr Alan Vivian, DCllr Lucille Hagues, Sue Makinson-Sanders (Clerk)

APOLOGIES: Cllr David Knowles, Cllr Jamie Cartwright. Cllrs accepted reasons and apologies for absence.

17.18 PUBLIC FORUM:

Cllr Brown raised issue of the reflectors on the A607 and the poor state of these – replace. Clerk to contact Lincolnshire County Council Highways

Wild Flower planting- Cllrs felt this was a good idea with the involvement of Friends of Coleby School – proposal to plant area in Playing Fields. Cllr Long to approach Village Hall.

17.19 APPROVAL OF MINUTES OF PARISH COUNCIL MEETING 14th January 2020

Cllr Playford requested approval of the Minutes. Proposed by Cllr Playford and seconded by Cllr Long. These were approved by all councillors present. Cllr Playford signed the Minutes as a true record.

APPROVAL OF MINUTES OF EXTRAORDINARY PARICH COUNCIL MEETING 3RD FEBRUARY 2020

Cllr Playford requested approval of the Minutes. Proposed by Cllr Brown and seconded by Cllr Vivian. These were approved by all councillors present. Cllr Playford signed the Minutes as a true record.

17.20 Clerk’s Reports

a) Agenda sent to all on Parish Mailing List and placed on the notice board and website.

b) Best Kept Village Competition – Clerk awaiting cost from Highway of new signs. Competition not going ahead in 2020

c) GDPR Policies and Councillor Emails: Privacy Notices drafted and Consent Form to be emailed to all residents on mailing list.

e) Bench Repairs Coronation Crescent Green: Bench now ready for collection. Insurers requested invoice to settle claim. Clerk to liaise with Cllr Cartwright to collect

f) Western Power – electrical undergrounding works: Sale of substation land about to complete. Clerk to press Western Power for meeting re ongoing works and reinstatement verges etc. Western Power to be invited to the AGM for Q & A session

g) V E Day Events: Arrangements are now in place.

Save the date flyer sent out in Yellow Peril. Councillors approved 4-5 minute display of fireworks and payment of the deposit of 20% of £495.00

h) Viking Way Repairs: Cllr Earnshaw reported that Notification of Interest in Grant Funding submitted to DEFRA. Thanks expressed to Lynn Knowles and Mark Dickinson for their efforts on this. Outcome of grant application awaited.

i) Wellhead Door/Noticeboard: Ordered from Pelican Trust and awaiting completion of manufacture

j) LALC Annual Membership Renewal: Cllrs approved renewal of membership

k) Grasscutting: NKDC confirmed it will continue to cut Coronation Crescent Green. Cllrs approved adding verges on Coronation Crescent and Rectory Road to contract with current grasscutting contractors at £22.00 per cut.

l) Street lighting –Residents on High Street concerned about lack of streetlighting. Cllrs not in favour of increasing this.

m) Village Tidy Up: Saturday 16th May 2020. Clerk to advise villagers.

n) Parish Council Audit/appointment of Internal Auditor: Fiona Lloyd Salmon unable to continue as Internal Auditor. Thanks expressed to her for past services. Cllrs approved appointment of Tom Holleran at a cost of £50.00 per audit.

o) Garden Bin Annual Renewal: Cllrs approved renewal of the garden bins for the cemeteries at the increased cost of £35.00 per bin. Clerk to renew.

17.16 REPORTS FROM VILLAGE ORGANISATIONS

a) Church: Grants being sought for Quinquennial works. Lesley Smith appearing as Peggy Knight in church 24th April 2020. Summer Garden Party confirmed for 19th July 2020. Looking for new church warden from April 2020.

b) Village Hall: Autumn Ball confirmed for 26th September 2020. Car Boots commence 5th April 2020. AGM took place on 12th February and a full committee was appointed. Cllr Vivian reported all on track for June 2020 Downhill. All entry places taken within 24 hours. Sub-committee meeting in 2 weeks time.

Require small bales if anyone knows of any.

17.17 CORRESPONDENCE

Cllr Overton requested approval of letter to Boundary Commission – clerk to update and Cllrs approved the sending of letter.
