COLEBY PARISH COUNCIL MEETING

Held at The Village Hall Coleby on Tuesday 14th January 2020 at 7.30pm MINUTES

APOLOGIES: District Cllr Lucille Hagues, Cllr Alan Vivian, Cllr Barry Earnshaw, Cllr Graham Brown, Cllr David Knowles. Cllrs accepted reasons and apologies for absence.

17.08 PUBLIC FORUM:

The state of the Viking Way Footpath between Far Lane and Church Lane was raised. It is impassable because of bales of feed placed on it and very muddy. Cllr Cartwright apologised for the blockage and will remove bales so that it is passable.

The light on the end of the school gable is permanently on – clerk to check with school.

Street lights out on Rectory Road -3 from Hall to the main road. Also light on Dovecote still out.

Thanks expressed to Gerald Needham for removing and disposing of the Christmas Tree from the Tempest Green. Fridge in dyke/fridge door on verge and wheel in gateway Coleby Lowfields to be reported.

Cllr Playford requested approval of the Minutes. Proposed by Cllr Long and seconded by Cllr Cartwright. These were approved by all councillors present. Cllr Playford signed the Minutes as a true record.

17.10 Clerk’s Reports

a) Agenda sent to all on Parish Mailing List and placed on the notice board and website.

b) Best Kept Village Competition – Highways will not fund cost of new signs. Clerk to ascertain cost.

c) GDPR Policies and Councillor Emails: Clerk to liaise with David O’ Connor to progress this.

d) Broadband: Speeds have reduced. Clerk and David O’Connor to liaise

e) Bench Repairs Coronation Crescent Green: Bench ordered. Will be darker in colour than those on Tempest Green. Clerk liaising with insurers.

f) Western Power – electrical undergrounding works: Cllr Long reported that legal documentation had now been agreed.Clerk to arrange a meeting on site with Western Power re ongoing works and reinstatement verges etc

g) Precept and Budget for 2020/2021: Councillors approved a 2% increase in the precept to £9821.00 cover increasing annual costs. Precept to be submitted to NKDC.

h) V E Day Events: Arrangements are proceeding and a full update will be given at the next Parish Council Meeting.

i) Act of Remembrance: This was well attended with over 40 people.

j) Wellhead Door/Noticeboard: Quotes obtained. Cllrs approved the quote of Pelican Trust for an oak door at £570.00. The door is to incorporate a noticeboard.

k) LALC Training Scheme renewal – this was not used last year. Cllrs will not renew. If training course required will pay one off cost.

l) Grasscutting- Clerk to ascertain NKDC’s position re grasscuttingon Coronation Crescent Green in light of reduction in grasscutting by NKDC.

m) Central Lincolnshire Local Plan Fact Check – clerk reported that this had been completed and confirmation of figures as per Neighbourhood Plan sent.

17.11 PLANNING:

a) Dovecote Lane Development: Cllr Oxby to follow up issues. Clerk to contact AWA to see what changes are acceptable to them and what the cost would be and then PC to look at getting work done. Safety issues.

h) Tree Works application Owls Hoot Blind Lane – approved.

i) Tree Works application 5 Church Lane – approved. pplication Prior Approval for a proposed change of use of agricultural building to a dwelling house Manor Farm Coleby Lowfields- granted.

j) Harmston pig unit development – pending decision.

k) Application Internal and External alterations Coleby Hall – pending decision.

17.12 POLICE MATTERS:

a) Police Report: PC Hanson has retired. There will no longer be a monthly crime report. Access to this information will be via the police website www.police.uk. Parish Council expressed thanks to PC Hanson for his efforts on behalf of the village and a card is to be sent.

17.13 DISTRICT COUNCILLOR REPORTS:

District Councillor Marianne Overton reported that the Speed Indictor Device had now been bought and locations in the villages approved.

Budgeting is taking place – issue as tax increasing but not coming back to the District Councils. Some extra funding has been negotiated but there will be a shortfall again next year.

Electoral BoundaryReveiw taking place – you can comment on line and say why Coleby should stay as part of the Cliff Villages Ward. Purpose is to even up numbers of voters in each ward.

VE Day – considering joint events along Cliff Edge. Coleby’s plans outlined. There may be grant funding – Cllr Overton will confirm contact at NKDC for this.

Pig Unit at Harmston still being considered.

County Councillor Ron Oxby reported on the appointment of Debbie Barnes as CEO of Lincolnshire County Council.

Issues with flooding in Lincolnshire due to rain over last couple of months. Flood drainage scrutiny meeting next week.

Major roadworks at the Riseholme roundabout on the A46 from February.

Informaiton on roadworks can be obtained from Highways by signing up on the website for notifications.

17.16 REPORTS FROM VILLAGE ORGANISATIONS

a) Church: Cllr Long reported Next VCC meeting 4th February 2020.Grants being sought for Quinquennial works. Summer Garden Party confirmed for 19th July 2020. Looking for new church warden from April 2020.

b) Village Hall: The year end has been moved to 31.12.19 so AGM now 12.02.20.

c) School: Report read out.

17.17 CORRESPONDENCE

Daisy Foundation – hoping to start classes at Coleby Village Hall for expectant parents. No further correspondence.
