COLEBY PARISH COUNCIL 

MINUTES OF MEETING held at the Village Hall Coleby 1st March 2022

Present:  Cllr Alan Vivian(Chair), Cllr Barry Earnshaw, Cllr Theresa Brewer, Cllr Graham Brown, Cllr Jamie Cartwright, Cllr Andrew Long,  District Councillor Marianne Overton, District Councillor Lucille Hagues, S. Makinson-Sanders (Clerk). 

Apologies: Cllr David Knowles (resigned). Late apologies from Councillor Ian Carrington.

18.41 Public Forum: Cllr Vivian raised the state of the Viking Way between Coleby and Boothby. Councillors agreed to leave as it is as it will dry out and there is an alternative path along the quarry. David O’Connor has offered to draft a response to the Local Plan Reg 19 Consultation and a “next steps” relating to the Neighbourhood Plan. Councillors gratefully accepted the offer.

A resident expressed their best wishes to Ukraine.

18.42 Councillors approved bringing forward Item 4b. Kay Parker of U3A put an offer to the council of 4 trees to plant as part of the 40th anniversary of the organisation. There is a choice of trees. The council will decide a location and respond to the offer. Kay was thanked for presenting the offer. Clerk to request NKDC to remove tree stumps on Coronation Crescent.

18.43 Approval of Minutes of Meeting held on the 4th January 2022. Cllr Brown proposed and Cllr Cartwright seconded approval of the minutes. Minutes Approved.

18.44 Clerk's Reports:

a)  Agenda sent to all on email list and posted on the website and noticeboard.

b) Offer of Tree from U3A: See above item 18.42

c) Western Power/BT update: Lincolnshire County Council has finally had a response from Openreach and a joint visit is taking place to confirm what remedial works to be carried out.

d) Dyke Excavations Hill Rise: Clerk has contacted the farmer concerned, who has agreed to carry our work to reduce the height of the verges.

e) Queen's Platinum Jubilee: The Village Church Committee has met and a group of volunteers from the VCC will join a sub- committee to plan for the Jubilee. Cllrs approved the setting up of a sub- committee, Councillor Long and the clerk will represent the Parish Council. Clerk to send email to the village and arrange a date for a meeting to set up the committee and consider plans.

f)  Grasscutting Agreement: The parish grass-cutting contract is due for renewal. Clerk to query whether there is another year to go under the 3-year contract with bdg mowing.

g) Cemetery Fees: Councillors approved a proposal to retain the current fee structure. Fees to be reviewed annually.

h) Appointment of Internal Auditor: Councillors unanimously approved the reappointment of Tom Holleran. 

i)  Renewal of LALC Membership and Training Scheme: Councillors approved renewal of the membership and any training courses will be paid for as and when taken.

j)  Re-routing of Viking Way between Coleby and Harmston: Councillor Long to explore the possibility with the landowner and report back to the Council.

k) Parliamentary Boundary Review: Coleby now to remain as part of Sleaford and North Hykeham constituency so no further action required.

l)  Allotments: The council has received enquiries about provision of allotments. The Parish Council could lease a piece of land at Lowfields Cemetery for this purpose if an Allotments Association were set up by residents. Clerk to email village.

m) Wellhead Pump Casing: Quotes to be obtained for the replacement of the casing.

n)  Trees - Tempest Green and Blind Lane Green: These need the crowns lifting. Clerk to contact NKDC.

o)  Road Repairs Hill Rise: Clerk chasing Highways.

p)  Reflectors A607 replacement or removal: Clerk to contact Highways.

18.45 Planning:

a) Planning Application Resurfacing of Church Footpath. Approved.

b) Planning Application Rear Extension 12 Far Lane. Approved.

c) Tree Works Application 11 Church Lane. Approved.

18.46 Police Reports:

a) Police:  Report posted on noticeboard and village mailing list. Police main area of focus is anti-social behaviour and drug use/dealing.

b) Neighbourhood Watch: Various scams currently being reported including Royal Mail, Amazon, HMRC, National Insurance. 

18.47 County and District Councillors Reports:

Cllr Overton reported that the Local Plan went through committee. She is concerned that the Local Plan allows for more and larger wind turbines as a matter of course. NKDC is the fastest growing area and Cllr Overton is concerned about effect on already busy roads and infrastructure. The District Council has approved the budget with a 5% increase made up of 2% for roads and 3% for adult social care.

Each council has agreed to take a number of refugees from Ukraine.

Cllr Hagues has sent out her newsletter and has nothing further to report.

18.48 Cemeteries:

a) Lowfields Cemetery: Renewal of garden bin approved

b) Far Lane Cemetery: Renewal of garden bin approved. Cllr Cartwright raised the state of the gates. Clerk to obtain quotes for repainting.

18.49 Financial Matters:

a)   Payments to be made:

18.50 Reports from Village Organisations:

a) All Saints Church: VCC GM 3rd April 2022. The clock is to be repaired and quotes are being obtained. Considering installation of drainage when repairing the footpath. Meeting with the DAC took place to discuss various works at the church.

b) Village Hall: AGM 2nd March all welcome. Downhill Soapbox Challenge 18th and 19th June 2022. Harvest Ball date to be decided. 

c) School Report: Clerk to circulate.

18.51 Correspondence:   British Legion letter about grant to support to ex-service personnel – agreed that a grant policy to be considered as part of annual budget setting.
