COLEBY PARISH COUNCIL 

MINUTES OF MEETING held at the Village Hall Coleby 15th November 2022

Declarations of Interest: None 

Present: Cllr Barry Earnshaw (Chair),Cllr Alan Vivian(Vice Chair), Cllr Theresa Brewer, Cllr Andrew Long, Cllr Patrick Varley, Cllr Robert Hall (from 4b onwards) CCllr Ian Carrington,  DCllr Lucille Hagues, S Makinson-Sanders (Clerk). 

Apologies: , Cllr Georgia Sargent  (sick), DCllr Marianne Overton ( speaking at Climate Change Conference)

18.82 Public Forum:  No matters raised by the public. Cllr Varley raised the issue of parking around the Tempest Green and in particular four wheel-drive vehicles parking on the western side of the green. Cllr Earnshaw to speak to owner in particular. 
No parking signs to be obtained as first option. Cllr Varley expressed thanks to the pub for removing barriers to parking in the pub car park from 1st Oct as promised.

18.83 Approval of Minutes of Meeting held on the 6th September 2022. Councillor Varley  proposed and Councillor Hall seconded approval of the minutes. Minutes Approved.   

18.84 Clerk's Reports:

a)  Agenda sent to all on email list and posted on the website and noticeboard.

b)  Wellhead Pump Casing:  Eastfield Joinery quote is for sabele hard wood which will be primed for painting. Cllrs approved the quote of £1250 + VAT £250.00 and approved the instructing of John North to complete the paintwork at a cost of £40.00 + Paint.

c) Councillor Responsibilities: All Councillors have indicated their areas of responsibility save Cllr Sargent. Clerk to liaise with Cllr Sargent. Cllrs approved the specified areas of responsibility.

d) Act of Remembrance: This took place on the 11th November and was attended by 29 children from the school and 60+ adults. Thanks to Hazel Curtis for conducting the service, to Dan Taylor for playing the bugle, to Robbie Stewart for reading the names and to Margo Nelstrop for the refreshments in church afterwards.

e) Trees Dovecote Lane: The highways department has now trimmed these back and cleared away the removed growth.

f) Dog Waste Bin Hill Rise: This has now been replaced. Thanks to Gerald Needham for assisting in manufacturing a suitable post, erecting the new bin and removing and disposing of the old bin.

g) Anglian Water Reservoir Project Consultation:  Cllrs agreed that other than providing some leisure facilities that villagers might use the proposed reservoir will not directly impact on the village and no comments were therefore needed from the Parish Council on the consultation.

h) Cost of Living Challenge – Support and Guidance:  Cllr Earnshaw reported that Lincolnshire County Council has commissioned the District Councils to draw up plans to deal with the cost of living challenge. This will focus on the following areas: Warm Spaces, with assistance from the Voluntary and Faith sectors, Food support and getting food into food banks - the supermarkets are being involved to assist with this, communications to ensure that people know what they can claim, and Economy & Resources with debt management advice, rent and mortgage schemes.

i) Elected Members Personal Safety Guidance: Provided to all Councillors for information.

j) Precept Budget Setting: Cllrs will be required to set the precept at the next meeting. Cllrs were provided with a summary of the council’s budget for consideration at the next meeting. Cllr Earnshaw noted that the pay awards for council staff for 2022/2023 have now been settled. Clerk to add to next agenda.

k) Consultation Change of Use of airspace in vicinity of RAF Waddington: Cllrs noted the consultation. Clerk to make enquiries with RAF Waddington as to Red Arrows practicing over the village.

18.85. Planning:

a) )  Application to amend planning permission 12A Coronation Crescent entrance on Rectory Road – approved.

b) Appeal against refusal of Planning Permission site off Dovecote Lane- Parish Councils responses to the appeal submitted and decision from Inspector still pending.

c) Planning Application Erection of Replacement Porch with oak 3 Dovecote Lane – approved.

d) Tree Works Fell Sorbus 21 Blind Lane - approved.

d) Tree Works Fell Cherry Threave House Dovecote Lane – approved.

e) Tree works application fell2 x cherry All Saints Church Coleby- approved and felled.

f)  Planning application Conversion of stone-walled barn to cafe and restaurant (Use Class E) and siting of temporary toilet block during the months of October and November Lodge Farm Heath Road Coleby – Final approval to implement existing permission.

g) Tree works 3 Dovecote Lane – no adverse comments from councillors.

18.86 Police Reports:

a) Police: Latest Report posted on noticeboard and village mailing list. Police main areas of focus the next quarter include household burglary, drug use/dealing and scams and fraud. Councillors approved future priorities to include anti-social behaviour, traffic speeding within village, fly tipping and agricultural theft.

b) Neighbourhood Watch: Grant funding available. Clerk to ascertain what this covers and to obtain up to date stickers and posters.

18.87 County and District Councillors Reports:

District Councillor Lucille Hagues’ report for Nov circulated to the village. DCllr Hagues reported on the Health Scrutiny Meeting regarding replacement of the acute mental health wards in Lincolnshire. Lincolnshire Health have obtained £7m to help eradicate shared accommodation on mental health wards. Nuclear Medicine service will be on one site in Lincoln with the Boston facility closing in Jan 2023 and Grantham in Sept 2023. This will facilitate better staffing and updated gamma radiation camera equipment. A long covid 19 information hub is available on www.connect2support.org

District Councillor Marianne Overton Nov newsletter has been circulated.

County Councillor Ian Carrington’s report for Nov circulated along with a note of the Bishops grant fund. The issue was raised with Cllr Carrington about significant increase in volume of traffic and speeds due to closure of Harmston Hill for roadworks even though Coleby was not on the diversion route. Cllr Carrington to look at what can be done in the future to reduce volumes and speeds for roadworks in the future.

18.88 Cemeteries:

a) Lowfields Cemetery: nothing to report.

b) Far Lane Cemetery:  nothing to report.

18.89 Financial Matters:

Councillors approved the following payments to be made:

i.   Clerk's salary £  (Nov/Dec  2022)

ii.   Litter Picking Dean West  Nov/Dec  2022 @ £30 per month Total £60.00

iii.  Anglian Water Lowfields Cemetery Nov/Dec 2022 @ £4.00 per month. Total £8.00

iv. Anglian Water Far Lane Cemetery (July/Aug/Sept 2022 ) £11.21

v.  Coleby Village Hall Hire Meeting £20.00

vi  Reimburse S Makinson-Sanders Dog Waste Bags £24.98 + Vat £5.00 Total £29.98

vii. Marcus Hopton Hedge Trimming Lowfield Cemetery £260.00

viii. Data Protection Renewal Information Commissioner £40.00

ix. Reimburse S Makinson-Sanders Dog Waste Bin £105.17 Delivery £9.49 =Vat £22.93 Total £137.59

18.90 Reports from Village Organisations:

a) All Saints Church: Harvest Festival and Supper were well attended. Faculty has now been obtained for the repair of the clock. Footpath works have commenced and should be completed by the end of the week. Coleby Carols on the 22ndDecember at 6.00pm. Midnight Mass on the 24th December time to be confirmed. Once clock repaired the next project is the toilet and server – community facility grant funding may be available.

b) Village Hall:  Several new members appointed to the committee and new secretary. Next meeting 16.11.22. Ball to go ahead in 2023.

c) School Report: to be circulated. 

18.81 Correspondence: Grass cutting agreement with Lincolnshire County Council. Cllrs approved continuing with the scheme.
