COLEBY PARISH COUNCIL 

MINUTES OF MEETING held at the Village Hall Coleby 13th July 2022

Declarations of Interest: Cllr Varley Item 5f.

Present: , Cllr Barry Earnshaw (Chair),Cllr Alan Vivian, Cllr Theresa Brewer, Cllr Andrew Long, Cllr Parick Varley, Cllr Robert Hall (from Item 4b onwards) S Makinson-Sanders (Clerk).

18.62 Public Forum: A resident raised the issue of the potholes on the bends on Dovecote Lane. These are becoming dangerous. The clerk to report. 

The Village Hall Committee and the Parish Council and volunteers were thanked for Platinum Jubilee events with congratulations to all involved for a great weekend of events despite the weather.

The Parish Council to write to Gerald and Lizzie Needham to thank them for providing the venue for the street party at such short notice. 

The Soapbox Challenge was also a huge success. Cllr Varley raised concerns about people parking on the A607. More overflow car parking required.

18.63 Approval of Minutes of Meeting held on the 3 May 2022. Councillor Brewer proposed and Councillor Vivian seconded approval of the minutes. Minutes Approved.   

18.64 Clerk's Reports:

a)  Agenda sent to all on email list and posted on the website and noticeboard.

b)  The clerk reported that following the resignation of Cllr Cartwright the time limits for a group of 10 residents to call for an election had expired and that the Parish Council could co-opt a new councillor. Cllrs voted and approved co-option of Robert Hall to the Parish Council. Councillor Hall was welcomed to the Parish Council and joined the meeting as a councillor having completed the Declaration of Acceptance of Office.

c) Western Power/BT update: The clerk reported that BT are still to seek some permits for manholes installed. Contact has now been made with BT/Openreach regarding removal of poles, Clerk to chase. Clerk to contact Western Power/ Openreach regarding phase 2 of the undergrounding works.

d) Dyke Excavations Hill Rise: Contact has now been made with the farmers and the grass has been cut. The farmer is to harrow the verge to reduce the height of the soil from the dyke. Clerk to chase

e) Queen's Platinum Jubilee: An excellent weekend of events as mentioned in public forum. The Parish Council and Village Hall budgeted £1000 each, the final cost came out at £1213.12 each. Councillor Long proposed and Cllr Varley seconded approval of the extra expenditure. 

f) Wellhead Pump Repairs: Clerk has made contact with Eastfield Joinery and is to chase up quote.

g) Reflectors A607 replacement or removal: Clerk to contact Highways to remind about work to replace and or repair on safety basis.

h) Charity Giving: Councillors approved an annual budget of £500 to be maintained for local charity purposes.

i) Annual Review of Policies: 

Councillors approved Financial Regulations, Transparency Code for Smaller Authorities and Risk Management as no alterations recommended to existing policies as advised by LALC. Standing Orders and Child and Vulnerable Adult Policy to be reviewed for approval at next meeting.

Councillors’ responsibilities to be set at next meeting.

j) Code of Conduct: Councillor Varley proposed and Councillor Brewer seconded a proposal that the Parish Council adopt the Code of Conduct as set out and adopted by NKDC. Councillors unanimously approved the Code of Conduct.

k) CPRE Membership Renewal: £36.00 per annum. Councillors approved unanimously to continue membership.

l) UK Share of Prosperity Fund: Councillor Earnshaw advised the Parish Council that NKDC has £1.3m available from the fund. Enquiries to be made to ascertain usage in rural areas as part of the proposed consultation exercise to be undertaken by NKDC.

18.65. Planning:

a) Planning Application and Listed Buildings Consent West Hall Coleby- replacement conservatory with a new garden room, loft conversion and internal alterations - approved.

b) Prior Approval Development Change of Use the Bell Inn from Commercial, Business and Service (Class E) to single dwellinghouse (Use Class 3) - Refused.

c)Tree Works Fell Sorbus 21 Blind Lane - approved.

d)Planning Application installation of Roof over existing courtyard East Hall Coleby - pending

e) Listed Building Consent installation of Roof over existing courtyard East Hall Coleby - pending

f) Appeal against refusal of Planning Permission site off Dovecote Lane- Parish Councils and NKDC's responses now submitted. Thanks expressed to David O'Connor for his assistance with the Parish Council's response to the appeal. Decision pending.

g|) Planning application Conversion of stone-walled barn to cafe and restaurant (Use Class E) and siting of temporary toilet block during the months of October and November Lodge Farm Heath Road Coleby - pending

g) Planning Application Erection 2 no dormer windows on front roof of Sunnyside 10 Hill Rise- pending

18.66 Police Reports:

a) Police: Latest Report posted on noticeboard and village mailing list. Police main areas of focus are anti-social behaviour, drug use/dealing and speeding.

b) Neighbourhood Watch: Scams continue to be the main issue. Residents should report spam calls emails and text messages at report@phishing.gov.uk

18.67 County and District Councillors Reports:

No County or District Councillors present. Councillor newsletters sent out on village mailing list as and when received.

18.68 Cemeteries:

a) Lowfields Cemetery: Councillors approved Marcus Hopton be asked to trim hedges and weed kill.

b) Far Lane Cemetery:  Councillors approved the memorial stone for Robert Capes.

18.69 Financial Matters:

a)  Councillors approved the following payments to be made:

18.70 Reports from Village Organisations:

a) All Saints Church: Reverend Michelle resigned. Approach being made to Bishop regarding Reverend Sara. Awaiting faculty for church path. Full Fathom Five performing this coming Friday. Ongoing consideration of clock repairs and internal installation of toilet, servery and painting.

b) Village Hall:  Next meeting of committee 26/07/22. New members welcome. Downhill a great success. £5-6000 made for the three nominated charities to include the village hall. Downhill to be held bi-annually.  Kate Hall sourcing new play equipment. Coleby Ball 24th September. It will be self catering. Tickets £45.00

c) School Report: Report received and attached.
