COLEBY PARISH COUNCIL 

MINUTES OF MEETING held at the Village Hall Coleby 6th September 2022

Declarations of Interest: None 

Present: , Cllr Barry Earnshaw (Chair),Cllr Alan Vivian(Vice Chair), Cllr Theresa Brewer, Cllr Andrew Long, Cllr Patrick Varley, Cllr Robert Hall , Cllr Georgia Sargent (from 4b onwards) DCllr Lucille Hagues, DCllr Marianne Overton, S Makinson-Sanders (Clerk).

18.72 Public Forum: A resident raised the issue of parking in and around the Tempest. There had apparently been no changes since the matter was addressed earlier in the year and if anything it was getting more busy and dangerous with cars parking on the green on all sides and along High Street in such a way as to cause a danger to motorists, pedestrians, cyclists and children playing on the green. The Parish Council was asked to consider whether the green was a car park or a green space as identified and protected in the Neighbourhood Plan?  Cllr Earnshaw felt it was easy to pick on the Tempest when some of the parking issue related to residents being unable or unwilling to park on their drives, visitors to the pub and visitors using the Viking Way. The issue of Declarations of Interest was raised and the need for councillors to declare their interests in the Tempest. Cllr Long indicated that he and Cllr Vivian were directors of the pub company but did not operate the pub and that providing people were not parking illegally there was little the Parish Council could do. The landlady has indicated that from the 1st October the car park at the pub would be available for parking and the Parish Council will encourage the pub to request that pub visitors park in the car park. Cllr Hall felt that the parking is dangerous in that area but much bigger issue than theTempest, with residents and their visitors parking irresponsibly on the brow of a hill/corner just up from The Tempest (High Street), the blind corner at the church corner (High Street) and the Junction of Blind Lane/Dovecote Lane. A resident pointed out that children do play on the green. 

A resident raised a query regarding the Bell Inn where grey plastic sheeting has been attached to the Harris fencing and there appear to be 2 Alsatians in the Bell car park area. One has attacked the peahen and there is concern that they are not securely fenced and could attack a child or pets in the lane. There have also been problems with the dogs barking at night and disturbing neighbouring properties. Residents believed that tenants had moved into the property and asked whether this was allowed given that the applications to convert to a dwelling had been refused. District Councillor Overton advised that residents should report complaints to NKDC as this was anti-social behaviour . Michelle Hoyles at NKDC would be able to answer any questions about tenants occupying the property. 

18.73 Approval of Minutes of Meeting held on the 13th July 2022. Councillor Long proposed and Councillor Earnshaw seconded approval of the minutes. Minutes Approved.   

18.74 Clerk's Reports:

a)  Agenda sent to all on email list and posted on the website and noticeboard.

b) Co-option of Parish Councillor: The clerk reported that following the resignation of Cllr Brown the time limits for a group of 10 residents to call for an election had expired and that the Parish Council could co-opt a new councillor. Councillors voted and approved co-option of Georgia Sargent to the Parish Council. Councillor Sargent was welcomed to the Parish Council and joined the meeting as a councillor.

c) Western Power/BT update: Lincolnshire County Council Highways are satisfied that all permits and remedial works have been completed. Western Power have confirmed they have no plans at present to underground in the remainder of the village but this may be reviewed when the next budget round takes place. BT confirmed that they would underground their wires if this happens. Clerk to point out that they had agreed this originally and have not done so on those areas where undergrounding has taken place.

d) Dyke Excavations Hill Rise: Councillor Vivian and the clerk met with the farmer and landowner. Rubble and debris has been removed and the farmer has agreed to run heavy vehicles over the verge to flatten the ground as much as possible. Councillors agreed to await developments.  Cllr Varley raised the problem of the state of the road on Coleby Lowfields. District Councillor Overton advised to report on fixmystreet and to email Richard Fenwick, copying her in.

e) Wellhead Pump Casing: 2 quotes have now been obtained. MJ Green quoted £1250 + Vat for good joinery grade redwood or £15550.00 for oak. Eastfield Joinery quoted £1250.00 plus VAT. Clerk to confirm if Eastwood quote is for oak. Councillor Vivian proposed and Councillor Long seconded a proposal to instruct Eastfield Joinery. Councillors approved the quote of Eastfield Joinery if confirmed in oak.

f) Reflectors A607 replacement or removal: Reported to Highways by clerk and Councillor Brewer. Cllr Brewer confirmed that Highways were investigating.

g) ) Review of Standing Orders: Councillor Brewer proposed and Councillor Long seconded a proposal to approve the revised Standing Orders as per the National Association of Local Councils template. Councillors approved the Standing Orders. 

h) Councillor Responsibilities: Clerk to send list of areas of responsibility and councillors to consider their  skills in each area for next meeting.

i) Civility and Respect Pledge:  Councillors approved an amended Civility and Respect Pledge as proposed by Councillor Long and seconded by Councillor Vivian.

j) Code of Conduct revised acceptance of office forms and Disclosable Interest forms required following approval of the Code of Conduct at the meeting on the 13th July 2022.

k) Central Lincolnshire Local Plan update:  The Central Lincolnshire Local Plan Team have been advised that the Parish Council wishes to attend any examination sessions relating to the following policies: 

Policy S1: The Spatial Strategy and Settlement Hierarchy 

Policy S2: Growth Levels and Distribution 

Policy S4: Housing Development in or Adjacent to Villages 

Policy S5: Development in the Countryside 

Policy S50: Community Facilities.

l) Act of Remembrance: Councillors confirmed that they wish to hold the usual Act of Remembrance on the 11th November at the War Memorial. 

m) Anglian Water – new reservoirs:  Anglian Water has advised of the construction of 2 new reservoirs, one in the Fens near to the Cambridgeshire border and one in Lincolnshire (location not kown). Councillor Hall advised that he thought this would be between Spalding and Bourne.

n) Litter Picking Grant: Councillors approved an application for the grant. The Clerk reported that the dog waste bin and post on Hill Rise are rotting. Councillors approved a request to NKDC for a replacement pole and purchase of a new dog waste bin. Clerk to contact Boothby Graffoe Parish Council to request a dog bin at the Boothby end of the Viking Way.

18.75. Planning:

a) Planning Application installation of Roof over existing courtyard East Hall Coleby – approved.

b) Listed Building Consent installation of Roof over existing courtyard East Hall Coleby – approved.

c) Tree Works Fell Sorbus 21 Blind Lane - approved.

d) Tree Works Fell Cherry Threave House Dovecote Lane – approved.

e)  Application to amend planning permission 12A Coronation Crescent entrance on Rectory Road – pending decision.

f) Appeal against refusal of Planning Permission site off Dovecote Lane- Parish Councils responses to the appeal submitted and decision from Inspector pending.

g|) Planning application Conversion of stone-walled barn to cafe and restaurant (Use Class E) and siting of temporary toilet block during the months of October and November Lodge Farm Heath Road Coleby – approved.

g) Planning Application Erection 2 no dormer windows on front roof of Sunnyside 10 Hill Rise- approved.

h) Planning Application Erection of 2no dormer windows on front roof of Sunnyside 10 Hill Rise – approved.

i) Planning Application Erection of Replacement Porch with oak 3 Dovecote Lane – pending.

j) Tree Works Application fell cherry 21 Blind Lane – approved.

18.76 Police Reports:

a) Police: Latest Report posted on noticeboard and village mailing list. Police main areas of focus are anti-social behaviour, drug use/dealing and speeding. Councillors approved priority setting for anti social behaviour, traffic speeding within village, theft of agricultural machinery and hare coursing.

b) Neighbourhood Watch: Scams continue to be the main issue. 

18.77 County and District Councillors Reports:

District Councillor Lucille Hagues reported on the North Hykeham Relief Road and the public information events to be held:

13th September 2022 at the Bentley Hotel Hykeham Road,
14th September 2022 at the Waddington Community Hall
15th September 2022 at the Bracebridge Heath Cricket Club Cross o’Cliff Hill Lincoln

District Councillor Marianne Overton reported on the appointment of Liz Truss as Prime Minister and voiced concern over proposed tax cuts given that local services had been severely cut in 2008/2009. There is an increase in demand for services and difficult times are ahead. Steps are being taken to help over the winter due to cost of living crisis with food banks and warm hubs. Free bus passes are available .

Highways have been working hard to improve our roads. The Fulbeck Bridge works are completing and major repairs will start on the A17 between Beckingham and Leadenham with night closures for 3 months and 3 weekend closures.

The County Council has dealt with some large planning applications including huge solar farms and many acres proposed for this usage in our area. The wind farm at Heckington was refused. 23 affordable homes in Bassingham have been refused but it is likely under the new Central Lincolnshire Plan that there will be more applications for this type of development.

Nominations for the NK DV Community Awards are still open, closing date 9th September.

18.78 Cemeteries:

a) Lowfields Cemetery: Marcus Hopton to trim hedges and weed kill end September. Councillor Earnshaw had been approached by a resident with a 10ft Horse Chestnut and offered this for the cemetery.  Councillors approved acceptance of the offer of the tree subject to a suitable location being identified.

b) Far Lane Cemetery:  nothing to report.

18.79 Financial Matters:

a)  Councillors reviewed the budget and approved allocation of £2000 for development and £3000 for contingency purposes
Councillors approved the following payments to be made:

i.   Clerk's salary £  (Sept/Oct 2022)

iii.  Anglian Water Lowfields Cemetery Sept/Oct 2022 @ £4.00 per month. Total £8.00

vi. bdg mowing contractors Grasscutting  Oct £348.00

vii. Donations to British Legion for Remembrance Day and for the Veterans appeal £100.00

18.80 Reports from Village Organisations:

a) All Saints Church: Following the resignation of Reverend Michelle an approach was made to the Bishop for the The Reverend Sara Davies to be appointed without success. Footpath works may possibly start late September if approved by DAC. Harvest Festival and Supper at All Saints 2nd October 2022 at 4.30pm onwards.

b) Village Hall:  Coleby Ball 24th September. Ticket sales slow with 120 sold – 150 needed to break even. Number of new members appointed to the committee. Next meeting 13.09.22

c) School Report: None. School returned today.
