MINUTES OF MEETING held at the Village Hall Coleby 3rd May 2022

18.52 Public Forum: Councillor Marianne Overton asked for volunteers to collect on Lincoln High Street on Saturday 7th May for British Red Cross to assist Ukraine, any volunteers to meet at the Red Cross Shop on High Street at 10.00am. No matters raised by the public.

18.53

i) Approval of Minutes of Meeting held on the 1st March 2022. Councillor Cartwright proposed and Councillor Brown seconded approval of the minutes. Minutes Approved.

ii) Approval of Minutes of Extraordinary Meeting 14th April 2022. Councillor Brown proposed and Councillor Earnshaw seconded approval of the minutes. Minutes Approved.

18.54 Clerk's Reports:

a)  Agenda sent to all on email list and posted on the website and noticeboard.

b) Offer of Tree from U3A: Kay Parker from U3A has confirmed that U3A will provide and plant 4 trees namely a rowan, a field maple a beech and a whitebeam. These will be supplied and planted in October.

c) Western Power/BT update: Lincolnshire County Council, Openreach, Kelly's Contractors and members of the Parish Council met today and it was determined who was responsible for the remedial works required. Just remains for these to be done. Councillor Brown asked about removal of unwanted telegraph poles. Clerk to take up with contact at Openreach.

d) Dyke Excavations Hill Rise: The work has still not been done and the clerk is to follow this up, copying in Councillor Carrington.

e) Queen's Platinum Jubilee: Plans are well on for the weekend's events with live music, church bells and a beacon on the 2nd June, A Songs of Praise in Coleby Church with tea and cake on the 3rd June, Village sports day on 4th June and Street Party on Blind Lane on Sunday 5th June with live music.

f)  Audit:

i) Approval of Certificate of Exemption: Councillor Brown proposed and Councillor Cartwright seconded approval. Certificate of Exemption Approved.

ii) Approval of Annual Governance Statement: Councillor Cartwright proposed and Councillor Brown seconded approval. Annual Governance Statement Approved.

iii) Approval of Accounting Statements: Councillor Brown proposed and Councillor Cartwright seconded approval. Accounting Statement Approved.

g) Annual Renewal of Parish Council Insurance: Councillor Vivian proposed that the council take up a 5 year discounted contract with Zurich. This was seconded by Councillor Earnshaw. Clerk to renew insurance with Zurich on a 5 yr term.

h) Annual Review of Coleby Neighbourhood Plan: David O'Connor reported that the Plan is working well and has been used in aid of responses to Planning Applications made for the village. The Plan appears to be having the effect the community wanted . The Central Lincolnshire Plan is under review and the Neighbourhood Plan will need to respond to that when it is finalised. The Parish Council should review the Plan and decide what if anything needs amending within the Neighbourhood Plan at that time to fit within the CLLP.

i) Wellhead Pump Repairs: A quote has been obtained from MJ Green of £1250 + VAT for repairs in redwood and £1550.00 + VAT for oak. Councillor Cartwright has spoken Eastfield Joinery and a quote to be obtained from this company on basis of full replacement.

j) Trees Tempest and Blind Lane Greens: Clerk to follow up request to the Tree Officer to remove lower branches. Also stump grinding on Coronation Crescent.

k) Road Repairs Hill Rise: Now completed. Any further issues contact Councillor Carrington.

l) Reflectors A607 replacement or removal: Clerk to contact Highways to follow up on work to replace and or repair.

m) Charity Giving: Councillor Earnshaw suggested this matter be carried forward to the next meeting to enable criteria for giving and for a fixed sum per annum to be decided. Councillors approved carry forward of this item.

n) Annual Review of Planning Application Procedures: Planning Applications when received require a response within 21 days. As the Parish Council only meets bi-monthly the time for responding can have expired between meetings. Councillors approved the continuing practice of responding between meetings to meet planning deadlines.

o) Annual Review of Policies: The District Council has adopted the Local Government Associations Code of Conduct. Policies to be reviewed and discussed at next Parish Council Meeting.

18.55. Planning:

a) Planning Application and Listed Buildings Consent West Hall Coleby- replacement conservatory with a new garden room, loft conversion and internal alterations - pending decision

b) Prior Approval Development Change of Use the Bell Inn from Commercial, Business and Service (Class E) to single dwellinghouse (Use Class 3) - Councillors approved (with 1 abstention) the Parish Council's response to the application. Response to be submitted to NKDC and circulated. Thanks expressed to David O'Connor for his assistance with the response.

18.56 Police Reports:

a) Police: Latest Report posted on noticeboard and village mailing list. Police main areas of focus are anti-social behaviour, drug use/dealing and generic Village issues such as speeding.

b) Neighbourhood Watch: Scams continue to be the main issue raised by NHW.

18.57 County and District Councillors Reports:

Cllr Overton reported that Lincolnshire is now hosting some Ukrainian refugees and that there will be more arriving. The District Council is working with community networks to ensure that there is support, school places, access to housing and health care. The Lincolnshire Foundation is helping refugees once they arrive. Concern has been raised about rising fuel prices and the cost of living crisis. The District Council is offering advice and some grants on insulation. There is a new plastic usage reduction campaign. 

Councillor Overton also reported on the Planning Decision to pass the application for premises for 300000 broiler chickens at Leadenham Lowfields.

In response to a residents question Councillor Overton advised that the Vicar at Leadenham is running a support group for the Ukrainian refugees and anyone having clothing may be able to help with specific needs when the refugees arrive.

Councillor Hagues has submitted her report and there is nothing to add.

Councillor Carrington reported that Highways have now gone firm on the remainder of the Lincoln by pass. The last phase of the work will be carried out between 2025 and 2028. Planning applications will be going in 2023 for this work. 

The County Council has made £4m available in grants for adult maths education. Councillor Carrington reminded everybody that Covid 19 has not gone away and that everyone should be prudent. The County Council has had a ringing endorsement from OFSTED on its work with vulnerable children in providing the right help at the right time to the right person.

18.60 Reports from Village Organisations:

a) All Saints Church: A very successful Wedding Gown Exhibition took place over the weekend of the 30th April - 2nd May, thanks to Lizzie Needham and Kath Counsell and helpers. Clock is to be repaired and VCC is awaiting quotes. Faculty to be considered by the DAC on 11th May for the footpath works.

b) Village Hall: Car Boots have resumed with the next being 8th May 2022.The ball will be the 3rd weekend in September with self catering.  Downhill Soapbox Challenge 18th and 19th June 2022. A letter will be sent to all residents affected by road closures.

c) School Report: No report 

18.61 Correspondence: None. 

18.62 Thanks were expressed to David O'Connor for his help with planning matters and the current review of the Central Lincolnshire Local Plan and Neighbourhood Plan.
